  • Human Resources Manual & Organisational Structure Review Consultant

TERMS OF REFERENCE: REVIEW OF THE FAWE HUMAN RESOURCES MANUAL& ORGANISATIONAL STRUCTURE

    May 25, 2026

    1. Background to the Consultancy

The Forum for African Women Educationalists (FAWE Africa) is committed to upholding strong governance systems and effective human resource management to support its mission and operational excellence. As part of this commitment, FAWE conducts a periodic review of its Human Resource (HR) Manual every three years to ensure alignment with evolving labour laws, organizational priorities, and internationally recognized HR standards. This process is critical in maintaining fair, consistent, and legally compliant human resource policies and practices.

In addition to the HR Manual that contains all HR policies and procedures, FAWE recognizes the importance of maintaining an up-to-date and functional Organogram. Over time, organizational growth, program expansion and shifting strategic priorities often lead to changes in roles, reporting lines and functional responsibilities. Without regular review, this can result in overlapping mandates, unclear reporting relationships, gaps in accountability and inefficiencies in coordination and decision-making. A revised and well-aligned organization structure is therefore essential to clearly define roles and responsibilities, strengthen accountability structures, and ensure that the organization’s human resources are optimally configured to deliver on its mandate.

Given these considerations, FAWE seeks to engage a qualified and experienced Human Resources professional to undertake a comprehensive review of both the HR Manual and the organization structure.

    2.  Objectives of the Assignment

The primary objectives of this assignment are to ensure that the review delivers clear institutionalvalue by strengthening compliance, improving organizational effectiveness, and providing practical recommendations that FAWE can implement with confidence.

    • To conduct a comprehensive review of the FAWE Human Resources Manual, last ratified in March 2023, to ensure full alignment with current labour laws in jurisdictions where FAWE has contracted staff, evolving HR standards, and FAWE’s strategic and operational realities.
    • To identify gaps, inconsistencies, and emerging risks in the current HR framework and provide clear, practical, and prioritized recommendations that strengthen people management, accountability, consistency across FAWE Africa and its National Chapters, and ease of implementation.
      • To review the organizational structure to ensure it accurately reflects FAWE’s current andfuture operating model, strengthens clarity of roles, reporting lines, and decision-makingauthority, eliminates overlaps or gaps in accountability, and supports efficient coordination, governance, and organizational performance.

    3.  Scope of Work

The scope of this assignment should encompass a thorough review of the FAWE Human Resources Manual to assess its compliance with applicable labour laws, employment regulations, and relevant international human resource standards and practices in jurisdictions where FAWE has contracted staff. This review should also consider how effectively the current manual supports FAWE’s operational needs and governance expectations, drawing on benchmarking against comparable organizations and taking into account feedback already gathered from staff so that therevised framework is both compliant and practically responsive to the realities of the institution.

The scope should also include a review of FAWE’s organizational structure to determine whether it provides clear reporting lines, appropriate accountability structures, and an organizational arrangement that is aligned with both legal requirements and institutional effectiveness. The consultant’s work should result in well-justified proposed revisions to the Human Resources Manual and organizational structure, clearly showing the basis for any recommended amendments, and should culminate in a presentation of the key findings and recommendations to FAWE Africa’s Board.

    4.  Deliverables

The consultant will be expected to deliver the following outputs:

    1. An inception and review report setting out the consultant’s approach, key findings, identifiedcompliance and governance gaps, priority risks, and a clear rationale for the recommended changes to both the Human Resources Manual and the organization structure.
    2. A revised draft of the FAWE Human Resources Manual incorporating all proposed amendments, with provisions clearly aligned to applicable labour laws, current human resource standards, and FAWE’s operational and governance context.
    3. A revised organizational structure, accompanied by a brief explanatory note, showing the proposed reporting lines, roles, and accountability structure and demonstrating how the revised arrangement strengthens clarity, coordination, and organizational effectiveness.
    4. A presentation to FAWE Africa’s Governance and HR Committee summarizing the review process, key findings, proposed revisions, and the implications of the recommendations to support informed consideration and decision-making.

    5.  Duration of Assignment

The assignment is expected to be completed within 4 to 5 weeks, commencing from the date of contract signing.

    6.  Required Qualifications

    The consultant should possess:

    • A relevant degree and valid professional certification.
      • Demonstrated expertise in labour law, HR policy review, and organizational governance.

The consultant shall also comply with applicable data protection and privacy laws, ensuring that all personal and organizational data is handled securely and lawfully. About WePlanet

WePlanet is a global movement of citizens and scientists with an urgent mission to defend the science we need to save the planet.

United by a philosophy called ecomodernism, we believe that achieving human prosperity and planetary restoration are possible at the same time. With a mission to rewild our planet, we advocate for evidence-based environmental solutionsoften neglected by mainstream green groups, including nuclear power, alternative proteins, GMOs, and climate cooling interventions that can restore ecosystems while improving human wellbeing. Meanwhile we are active in fighting key conservation battles such as protecting the Southern Ocean from krill fishing and defending wolf populations in Europe.

Our campaigns focus on clean energy, sustainable agriculture, biodiversity protection, and global development. We work with scientists, policymakers, and citizens around the world to advance pragmatic, science-based solutions to environmental challenges. Our work has been featured in the New York Times, The Guardian, the BBC, The Times, Al Jazeera, Politico,Reuters and a host of major global media outlets. We’ve won the support of Nobel prize winners, Presidents and celebrities and we’ve built a supporter base of pro-science action takers measuring in the hundreds of thousands.

Starting with several national chapters in Europe, WePlanet has grown into an international movement with groups across Europe, Africa, Asia, Australia, and North America.

What you’ll do as part of our team

The Grants Officer stewards WePlanet’s grant portfolio day-to-day: managing relationships with mid-tier funders, leading proposals for smaller and mid-tier foundations, and partnering with the Head of Philanthropy & Foundations on major opportunities. The post-holder also builds the underlying systems and infrastructure that will support a growing fundraising function.

    Grant portfolio and relationship management

    • Manage a portfolio of grants from trusts, foundations and institutional funders, maintaining complete oversight of reporting schedules, compliance requirements and renewal timelines.
    • Draft compelling funding proposals, cases for support and progress reports, translating WePlanet’s complex, science-based campaigns into communications that resonate with funders.
    • Act as day-to-day relationship manager for mid-tier funders within the portfolio; support the Head of Philanthropy & Foundations and Director of Impact & Partnerships in stewarding the largest and most strategic funders.
    • Support the Head of Philanthropy & Foundations in identifying and researching new funding opportunities that could strengthen and diversify the portfolio.
    • Collaborate with our Senior Digital Fundraising Lead to identify, convert and nurture high net worth individuals emergingfrom within our supporter base.

Working with the Head of Philanthropy & Foundations on major proposals

    • Partner on major foundation and major donor proposals, taking responsibility for research, drafting, supporting materials, timelines and submission logistics.
    • Lead end-to-end drafting for smaller and mid-tier proposals, with review and sign-off by the Director of Impact & Partnerships.
    • Support a strong operational rhythm around major donor stewardship: meeting briefs, follow-up notes, stewardship touchpoints and reporting milestones.
    • Provide preparation and follow-up support to pitch teams for major opportunities — briefing notes, prospect research, post-meeting documentation.

    Systems and processes

    • Maintain accurate and up-to-date records in WePlanet’s CRM and grant management systems, ensuring data integrity across the portfolio.
    • Build out the underlying infrastructure that will support a growing fundraising function, ideally inside our Microsoft environment (Teams, Power BI) and integrated with the wider finance and reporting stack.
    • Independently manage the full grant reporting and renewal cycle, collaborating with multiple teams to produce accurate, compelling and timely submissions.
    • Keep the Director of Impact & Partnerships, Head of Philanthropy & Foundations and Secretary General informed of progress towards key deadlines and income targets.

    Requirements

We value experience over formal education and encourage applications from candidates with diverse professional and personal backgrounds.

    Essential

    • Two or more years’ experience of grant writing, trusts and foundations fundraising, or a closely related role such as bid writing, policy writing or research writing, in a structured team with established tracking and reporting practices.
    • A minimum of two years’ experience working on proposals or grants targeting major US, UK or European foundations, with working knowledge of funder expectations, proposal conventions and reporting standards in those markets.
    • Excellent written English, with the ability to translate complex, science-based content into clear, compelling funder-facing narratives.
    • Strong organisation and project-management skills: comfortable owning a portfolio of deadlines, budgets and stakeholder relationships in parallel.
    • Comfort with data, budgets and basic financial figures for proposal and reporting purposes.
    • Working knowledge of the Microsoft environment (Teams, Office, ideally Power BI), and an interest in building clean systems and processes.
    • Alignment with WePlanet’s ecomodernist values, including advocating for evidence-backed technologies like nuclear power, GMOs and alternative proteins as part of tackling the climate and nature crisis.
    • Ability to work autonomously and at pace in a small, remote, international team.

    Desirable

    • Experience working in an environmental, climate or international development NGO.
    • Experience with CRMs or grant management systems.
    • A background that has involved working in a startup-style environment, or raising seed-stage funding for start-ups, where new processes had to be built rather than inherited.
    • Additional European languages.

    Application closes June 15, 2026

In Development is a new magazine dedicated to exploring how progress happens — or doesn’t happen — in the developing world. We cover global health, development, and the institutions that shape life in lower-income countries.

We publish original articles from researchers, policymakers, and journalists. We publish articles that are too in depth for The Guardian, but vastly more fun than anything you can find in the American Economic Review. As aid budgets are slashed, we think it is more important than ever to have a robust debate on what works – and what doesn’t. We launched in April 2026 and publish weekly.

We’re hiring our first Managing Editor. You’ll work directly with the Editor-in-Chief to edit and shepherd pieces from commission to publication. This will include commissioning pieces and managing contributors, as well as editing and ensuring every piece meets the magazine’s standards for rigour, clarity, and narrative force.

This role is a fit for someone who is a sharp editor and curious about many different issues in development. You must care about the substance, but also style; pieces should be rigorous but readable. A good In Development piece should have both digressions on power calculations and jokes. As an editor, this requires a careful balance; you likely won’t be an expert on every field you cover, so you must be comfortable learning on the job and interacting with subject-matter experts. You will have significant autonomy – you will be commissioning and editing with a high degree of independence – and we expect you to have ownership over your work.

    Responsibilities

    • Commission and edit longform pieces
      • This will include everything from developmental edits to line editing. You will have full autonomy to commission pieces you think are a good fit for In Development and will be the lead editor on those pieces
      • You may also support writers with less experience in magazine-style journalism.
    • Manage the editorial calendar and keep weekly publication on track
    • Support operations
      • This may include managing fact-checking and copy-editing, consulting with our designer, supporting social media strategy and (rarely) working with our bookkeeping contractor

    What we’re looking for

This role has two distinct categories of requirements.

Foundational qualities — what we need you to bring from day one:

    • Demonstrable writing and editing ability. Note that this will be tested in the work test; we do not require you to have professional experience in editing.
    • Substantive familiarity with development economics, global health and related fields. A PhD is not a requirement, but you must be able to evaluate the quality of an argument.
    • Comfort working with data and thinking about quantitative methods
    • Sound independent judgment — you know when to act and when to confer with the Editor in Chief
    • Comfort working with significant autonomy. You will be the second full-time staff member, and will be expected to take on a management role with contractors.
    • Ability and willingness to learn many different roles on the fly

    Nice to have:

    • Experience living in or working in a developing country
    • Experience editing academics writing for a general audience
    • Existing network in development, policy, or research communities
    • Familiarity with social media promotion strategies
    • Experience of commissioning and integrating infographics and data visualisation into communications products
    • Involvement in building and growing a project, team or venture

We think that there are candidates from a variety of backgrounds that would be good for this role; we do not have particular education or field requirements. We are particularly keen to see candidates based in LMICs.

We welcome applications from candidates anywhere in the world who have the right to work in their country of residence. Note we cannot sponsor visas for this role.

    Key tasks:

    • Editing and production: structural and line editing of commissioned pieces
    • Commissioning and pitch evaluation: developing story ideas, working up pitches with contributors, reading unsolicited submissions
    • Contributor management: check-ins with contributing editors and external writers, managing timelines, keeping the calendar
    • Promotion and networking: conferences as desired (this role has a travel budget), designing and implementing social media strategy, tracking impact

    To apply

Please fill out this Google form by June 15, 2026. Your application should reflect your own thinking and writing. AI tools can be useful for brainstorming or proofreading, but answers that read as AI-generated will not advance. If you used AI in any form, please briefly note where and how.

Selected candidates will be invited to complete a work test, followed by 1-2 rounds of interviews.

We welcome applications from candidates anywhere in the world who have the right to work in their country of residence.
