Job Description:

II. Major Responsibilities:

Project Design, Planning and implementation

  • Produce appropriate technical & engineering sketches, produce relevant engineering drawings/designs, and present to the WASH Technical Manager for Approval. Such structures include water supply systems, Water storage tank towers, Underground water tanks, water catchments, hand dug-wells, Pump houses, Water retaining and conservation structures, VIP Latrines, Office buildings, Classrooms,  etc
  • Conduct feasibility studies, engineering surveys and measurements necessary for the design of structures and their construction and ToRs.
  • Maintain up to date GPS Coordinates, location maps and route plans of all infrastructure projects.
  • Ensure that the cluster designs are in line with the WASH sector and national office strategy
  • Integrate WASH project activities with other sectors and also the Communal development plan (PCDC)
  • Supervise and monitor ongoing WASH projects activities within the Cluster
  • Roll out WASH project models that meet quality standards
  • Coordinate Cluster/AP WASH projects being implemented by partners and technical resource persons.
  • Assess competency of cluster and area program WASH staff (in WASH competencies) to effectively implement the WASH Technical program
  • Coach and mentor cluster and area program WASH staff on an ongoing basis
  •  Participate in capacity building opportunities (e.g., Training of Trainers) as required.
  • Initiate and participate in WASH Province and communes Advocacy initiative
  • Liaise with the National office WASH Technical Manager for quality implementation of WASH projects.
  • Facilitate mainstreaming of cross cutting themes (gender, advocacy, child protection, faith and development, disability, environment, DRR) in WASH.
  • Work with volunteers and Partners to ensure Registered Children and their households are participating and benefiting from WASH program interventions

Capacity building and training

  • Mobilize and facilitate key stakeholders on job skills transfer or training workshops for artisans, technicians and WASH management committees.
  • Assess capacity of partners and establish/keep updated list of preferred partners in program areas and beyond and Build capacity of partners on technical aspects and work and support them for timely accomplishment of set program targets
  • Ensure participation and involvement of local authorities and the beneficiary community in program implementation so that programming occurs in a consultative, participative and gender sensitive way
  • Liaise with the National Office WASH Technical Manager on staff capacity
  • building in relevant field

Partnership and networking

  • Identify and build strategic linkages, relations, collaborations and networks with partners and other stakeholders in implementation at the communal and provincial level.
  • Represent WVIB on coordination forums, meetings, networks, coalitions, or government-led spaces relevant to Water, Sanitation and Hygiene programming at the province and commune levels to enhance networking and partnership development.
  • Play a key role in liaising WVI Burundi with the Ministry of hydraulic, Energy and Mines and the Ministry of Health mainly at provincial and communal level.
  • Participate and represent WVB in key donor engagements and technical working forums at provincial and communal, regional and National level when applicable
  • Point of contact for consultation on issues to do with Cluster education program
  • Maintain strong networks and identify opportunities that present through networks and relationships with other institutions, organizations and NGOs working in the areas of WASH
  • Work closely with WASH department staff to facilitate local level advocacy

Program Integration

  • Design a platform to ensure all operational project models/grants in the TP are well integrated and provide feedback to project officers when gaps exist
  • Assess, collect and analyses data from AP to measure the level of integration and impact.
  • Monitor grants and sponsorship funded projects on their extent of integration and provide feedback on regular Basis Integrated life skills program across the Cluster and so that coherence among the sectors and avoid duplication.
  • Assure that sponsorship is integrated into the planning, implementation and monitoring systems of the WASH program.
  • Strategically position WASH programs to integrate to different sectors (Health and nutrition, Education, food security, Child participation and Protection, faith and development, advocacy, child protection etc).
  • Collaborate with and technically support Humanitarian and Emergency Affair division in ensuring the consideration of WASH program for children, adolescents, youth and parents in crisis and at risk in the community based programming

Research, M&E and Documentation

  • Maintain documents on not limiting to following information on each water point or borehole either rehabilitated or drilled by WVB with Project location with GPS Coordinates, tested yield including test methods and protocols and dates for testing, people served and other uses for each source, pump information, type and power supply, pumping head, capacity at head, Information on drilling equipment used including equipment for yield testing
  • Monitor on operation and maintenance of implemented projects and make follow up visits and provide support, if needed including water quality testing following the parameters and frequency as agreed in the proposal and prepare precise report with recommendations
  • Effectively document all information related to project successes, innovations and promising practices and disseminate through appropriate mechanisms
  • Identify research areas, conduct research and document learnings
  • Support processes of project baselines and evaluation of WASH Projects
  • Support GIK for his sector and be responsible for GIK good management and reporting for all distributions done in his sector.

Project management and coordination 

  • Lead budgeting process of WASH programs for the cluster
  • Facilitate the process of contract tendering, recommendations regarding awarding contracts in coordination with WASH Technical Program Manager
  • Supervise construction activities in close coordination with WASH Technical Program Manager and Cluster Program Manager
  • Conduct regular site visits and provide technical instructions and guidance to the contractors and implementing partners and develop clear monitoring plans and conduct field monitoring visits and prepare work progress reports
  • Contribute to production of timely, accurate, compliant, and quality reports of the area programs; and compile and produce Cluster level technical program reports.
  • Organize and lead advocacy works at the Cluster level in coordination with communication officer, Cluster technical program coordinators and Cluster managers.
  • Conduct measurements and certify accomplishments on contracted works as per the conditions of contract and recommend to supervisor for payment and continually monitor all expenditures of WASH projects
  • Work closely with sponsorship, and project officer to efficiently ensure the interventions reach the intended beneficiaries
  • Track financial management and budgets allocated for the cluster WASH projects
  • Submit timely information on budgets and financial reports, and be prepared to explain budget variances for the cluster WASH projects
  • Assure strict budget management and adherence to activity timelines to ensure proper accountability to WV and donors and effective project implementation
  • Adhere to all WVB policies on procurement and financial management and report early to Supervisor as soon as any issue arises that may impact on the adherence to these policies
  • Produce timely, accurate, compliant and quality reports to the direct technical and administrative supervisors.
  • Responsible for project assets at cluster office
  • Ensure the integration of cross cutting themes and empowered world views (gender, advocacy, community behavior change, cc and child protection,… ) in WASH projects in the cluster

Resource Acquisition

  • Identify projects ideas for viable funding proposals for resource acquisition to support WASH programme interventions.
  • Participate in resource mobilization through concept papers/proposal writing for fund raising and market them with support offices and other donors
  • Contribute to feed into the pool of proposals ready for review and submission to donors.

Qualifications:  Education/Knowledge/Technical Skills and Experience

The following may be acquired through a combination of formal or self-education, prior experience or on-the-job training:

  • B.Sc. Civil and Water Engineering or Water Resources Engineering or Civil Engineering Experience and technical and professional skills in designing and implementation, monitoring of different options/types of water and sanitation projects.  Possess thorough knowledge of national policies and international standards for water and sanitation projects/activities and their application
  • Minimum Diploma in Water, Sanitation, Civil, Construction or Mechanical Engineering with 5 years of similar experience with an INGO,
  • Computer literacy –MS Word, Excel and Power point, using design software including AutoCAD and ArchiCAD.
  • An additional qualification or experience in Community Development or Disaster Mitigation is an added advantage.
  • Flexibility, teamwork spirit and sensitivity to the socio-cultural setting of Burundi.
  • Good communication skills and command of English, both written and verbal.
  • Experience in Staff Safety and Security and working in Burundi
  • Emergency project experience preferred with proven experience in gender based and participatory approaches to development
  • Strong adherence to World Vision values;
  • Strong character traits, including emotional stability, adaptability, ability to handle stress, cultural and gender sensitivity and integrity;
  • Proven experience of managing donor (s) funded projects or programs;
  • Working knowledge of proposal writing and negotiation skills
  • Knowledge and Experience in CLTS-H, SLTS-H, and DBC Framework;
  • Appropriate skills and experience in capacity building and training of staff and partners;
  • Experience in budget preparation, timeframe and report writing.
