  • Program Associate

    Job Summary

    The Program Associate, Strategic Impact Evaluation and Learning (SIEL), sits within IPA’s Sector Programs department and supports a six-year learning partnership between the UK’s Foreign, Commonwealth and Development Office (FCDO), IPA, and the Abdul Latif Jameel Poverty Action Lab (J-PAL). The SIEL program aims to establish a robust evidence base for FCDO’s global programs and policies, enhance the efficiency of FCDO’s interventions, and equip FCDO staff with skills to deploy and leverage impact evaluations for value for money. The Program Associate will support the Program Lead in grant management, project development, and communications across SIEL’s four strategic priority areas: growth, humanitarian assistance, climate and nature, and conflict and fragility.

    Responsibilities

    Research Fund Coordination (40%)

    • Coordinate the regular competitive funding process, including drafting calls for proposals, communicating with FCDO and research teams, managing the proposal review process, and supervising the development of grant agreements
    • Track the status of grants and projects in SIEL’s portfolio through detailed review of grant deliverables and regular communication
    • Maintain up-to-date Salesforce records (database management) for all projects
    • Ensure accurate and complete grant reporting in compliance with donor requirements
    • Participate in the first review and filtering of research proposals for the competitive fund review board

    Project Development (30%)

    • Support the Program Lead in project development activities, including conducting outreach and providing support to FCDO teams to develop proposals
    • Liaise internally with relevant IPA teams including research support, programs, grants, legal, finance, and global operations
    • Coordinate matchmaking between FCDO teams, researchers, and IPA and J-PAL country offices on projects related to SIEL’s priority areas
    • Contribute to developing new proposals to the research fund through outreach and relationship management efforts

    Communications and Policy (20%)

    • Support SIEL’s Research Uptake Lead and Program Lead in organizing and preparing materials for dissemination activities
    • Support other dissemination activities as needed, including keeping IPA’s website up to date with project summaries and planning and presenting at events
    • Support SIEL’s Capacity Strengthening Lead in organizing and preparing materials for training sessions and other capacity-strengthening activities

    General Program Administration (10%)

    • Support financial monitoring and administration
    • Contribute to the implementation of IPA’s diversity, equity, and inclusion strategy, including tracking SIEL’s progress against organizational metrics

    Qualifications

    • Bachelor’s degree in economics, political science, public policy, or a related field
    • At least 2 years of work experience in project and/or research management, research fund management, and/or research dissemination
    • Demonstrated project management skills, including attention to operational and research detail and the ability to prioritize and manage multiple projects efficiently
    • Excellent communication skills; ability to communicate clearly and effectively with internal and external stakeholders using cogent, precise, non-technical language
    • Ability to present information in a structured and insightful way, both in writing and orally
    • Flexibility, self-motivation, willingness to learn, and a team-oriented attitude
    • Master’s degree in economics, political science, public policy, or a related field (preferred)
    • Knowledge of impact evaluation methodologies (preferred)
    • Knowledge of topics related to humanitarian assistance, climate and nature, growth, or conflict and fragility (preferred)
    • Experience writing evidence syntheses, research summaries, and policy briefs (preferred)
    • Proficiency in Excel and CRM software such as Salesforce (preferred)

    Location

    Preferred office locations include IPA country offices in Côte d’Ivoire, Ghana, Kenya, Nigeria, Rwanda, Sierra Leone and Uganda. Language requirement: English (fluent, including written).

    The salary range for this position in the United States is $53,000 to $69,000 per year. Placement within the range depends on relevant experience, qualifications, and internal equity across comparable roles.

    This position is also open to candidates based in IPA country offices in Africa. IPA sets compensation by location – a candidate hired through a country office will be paid according to that office’s salary scale and local labor market.

    Summary of the Role

    Village Enterprise seeks an experienced, strategic, and mission-General Counsel to establish and lead the organization’ first formal Legal Department. As the department’s founding member, the General Counsel will operate as a hands-on practitioner as much as a strategist – personally handling day-to-day legal work in addition to setting the long-term legal strategy, at least until the function grows to support additional staff. Village Enterprise expects to build a small legal team over time as the organization’s needs grow. This executive-level role will serve as Village Enterprise’s lead legal advisor, responsible for designing and implementing a comprehensive legal framework that supports Village Enterprise’s global operations across Africa and the United States.

    As Village Enterprise’s lead legal advisor, the General Counsel will advise on and support Village Enterprise’s efforts to maintain the highest standards of legal and regulatory compliance operating internationally. The role requires strategic oversight of legal matters across multiple jurisdictions while engaging local counsel and other outside counsel as needed to support the full range of legal needs of a dynamic, growing international organization.

    The General Counsel will oversee all legal affairs, advise on compliance with international donor requirements, manage organizational risk, and provide counsel to the CEO, Board of Directors, and senior leadership. This is a unique opportunity to build and shape a modern legal function from the ground up within a rapidly growing, high-impact international nonprofit dedicated to ending extreme poverty through entrepreneurship.

    Responsibilities

    Key Responsibilities

    1. Establish and Lead the Legal Department

    ·      Lead the design and implementation of the organization’s legal strategy, policies, and operating procedures, engaging outside resources as needed.

    ·      Build and manage a legal team appropriate to organizational needs and growth.

    ·      Develop systems for contract management, compliance monitoring, legal risk assessment and knowledge management.

    ·      Create internal training programmes on legal, compliance, and governance matters.

    2. Legal Advisory and Governance

    ·      Serve as the primary legal advisor to the CEO, Executive Team, and Board of Directors.

    ·      Provide strategic legal guidance on organizational governance, enterprise risk, and business strategy.

    • Draft, review, negotiate and advise on simple to complex agreements including donor contracts, partnership agreements, sub-awards, technology agreements, data-sharing agreements, procurement contracts and other transactions and contracts. 
    • Advise on Board governance, bylaws, committee structures, resolutions and governance best practices. 
    • Develop practical legal guidance that enables business and programme teams to manage day-to-day legal issues while balancing operational effectiveness with legal and regulatory compliance. 

    3. Regulatory and Compliance Oversight

    ·      Advise on compliance with all applicable laws and regulations in the jurisdictions where Village Enterprise operates (e.g., Kenya, Uganda, Rwanda, Ethiopia, UK, US).

    ·      Lead legal oversight of Village Enterprise’s U.S. nonprofit obligations, including advising on compliance with Internal Revenue Service requirements applicable to Section 501(c)(3) organizations, nonprofit governance standards, charitable registration obligations, and related federal and state regulatory requirements.

    ·      Oversee legal compliance relating to institutional funders, philanthropic foundations, corporate donors, and government grantors while advising on adherence to grant agreements, regulatory obligations, and nonprofit governance requirements applicable to a U.S.-based international organization.

    ·      Lead organizational compliance relating to safeguarding, anti-corruption, anti-money laundering, sanctions compliance, counter-terrorism financing, privacy and data protection.

    ·      Maintain organizational registrations, licenses, and regulatory filings.

    4. Risk Management

    ·      Partner with the CFO and other functional leaders to advise on and support a comprehensive risk management framework.

    ·      Identify and advise on legal risks, and provide legal input to support the CFO and other functional counterparts in assessing and mitigating financial, operational, and reputational risks.

    ·      Manage litigation, disputes, investigations, and outside counsel relationships.

    ·      Oversee insurance coverage and risk‑transfer mechanisms.

    5. Employment and Labour Law

    ·      Provide strategic legal guidance on employment and labor matters across multiple jurisdictions, working closely with local counsel as needed.

    ·      Advise on executive employment agreements, employee relations, investigations, disciplinary processes, workplace accommodations, whistleblower matters, and employment litigation risk. 

    ·      Support Human Resources in developing legally compliant employment policies, contracts, compensation practices, organizational restructures, and workforce planning. 

    ·      Advise on workplace investigations, grievances, and terminations.

    6. Donor, Programmatic, and Field Operations Support

    ·      Advise on legal compliance for program implementation, research activities, and field operations.

    ·      Support due diligence for partners, vendors, and subcontractors.

    ·      Advise on intellectual property, technology platforms, and data governance.

    ·      Support legal aspects of innovative financing mechanisms (e.g., Outcomes funding, Results‑Based Financing).

    • Continuously sensitize program participants about possible risks of child abuse, sexual/financial exploitation, prevention, and response mechanisms.
    • Ensure compliance with VE’s safeguarding policies and Code of Conduct in all programs, operations, and practices.
    • Report any incident of child or adult safeguarding in program operations for appropriate action and follow-up.

    Requirements

    Qualifications and Experience.

    Required

    ·      Law degree (JD, LLB, or equivalent) from an ABA-accredited law school or equivalent recognized institution, and active membership in good standing with a U.S. state bar or the equivalent professional qualification in England and Wales (e.g., Solicitor or Barrister).

    ·      Minimum 10–15 years of legal experience, including at least 5 years in a senior in-house counsel or general counsel role.

    ·      Significant experience advising multi-jurisdictional, mission-driven, or regulated governance, compliance, and enterprise legal risk.

    ·      Proven ability to build and lead a legal function.

    ·      Demonstrated proficiency personally drafting, reviewing, and negotiating contracts, grants, and other agreements.

    ·      Exceptional judgement, integrity, and ability to navigate complex, high‑risk issues.

    Preferred

    ·      Experience serving as General Counsel or Deputy General Counsel of a U.S. 501(c)(3) organization with international operations, including advising on tax-exempt compliance and Board relations.

    ·      Familiarity with IRS nonprofit regulations, charitable solicitation requirements, and international grant compliance.

    ·      Experience supporting international operations through coordination with local legal counsel across multiple jurisdictions.

    ·      Experience with FCDO, World Bank, or other major donor frameworks.

    ·      Familiarity with impact measurement, research ethics, and data protection regimes.

    ·      Experience with innovative financing structures (e.g., DIBs, RBF).

    Prior work with social enterprises or organizations operating at the intersection of development and entrepreneurship.

    The Project

    WIEGO and HNI have long collaborated on research, capacity building, and advocacy to advance homeworkers’ labour rights, including advocacy on the European Union Corporate Sustainability Due Diligence Directive (CSDDD). Recent changes to the regulatory landscape have prompted a shift in our strategy towards strengthening human rights due diligence for subcontracted homeworkers.

    With funding from SIDA, this project seeks to address key barriers to extending due diligence beyond tier 1 suppliers, including limited data on home-based work; a lack of practical worker-centred guidance, few scalable approaches to addressing subcontracting; and varying advocacy capacity among homeworker organisations. The project will strengthen the evidence base, pilot cluster-based governance approaches in Bangladesh and Pakistan, and promote global corporate accountability frameworks that better reflect the realities of home-based work.

    WIEGO and HNI will carry out the project jointly, along with national partners: Labour in Informal Economy (LIE) in Bangladesh and Home-Based Women Workers’ Federation (HBWWF) in Pakistan. It includes a number of activities at the national, regional and global level, aimed at:

    National level experimentation – in Bangladesh and Pakistan, the project will support organizations of homeworkers in global garment supply chains to (a) build evidence of the prevalence and conditions of home-based work through spatial mapping of production clusters and (b) design and pilot cluster-based governance models.

    Regional level movement building – across South Asia and Southeast Asia, the project will facilitate learning between HNI affiliates, through online exchanges and a regional training workshop in Nepal, in order to develop and test practical worker-centred proposals for how to extend due diligence to homeworkers.

    Global level advocacy – engaging corporate accountability advocates and due diligence decisions makers on solutions for extending due diligence to women homeworkers, working towards an interactive toolkit for due diligence decisions-makers.

    The Role

    This is an opportunity to lead the coordination and delivery of this ambitious international project aimed at strengthening human rights due diligence for women homeworkers in global garment supply chains.

    Working in partnership with HomeNet International (HNI) and national partners in Bangladesh and Pakistan, you’ll coordinate activities across multiple countries, support collaboration between a diverse range of stakeholders, and ensure the successful delivery of a Sida-funded project spanning research, movement building and global advocacy.

    The role combines project management, partnership working, donor reporting and financial oversight. You’ll work closely with colleagues across WIEGO, HNI and partner organisations to ensure activities are delivered on time, within budget and to a high standard.

    Responsibilities

    1. Project Planning and Coordination
      • Maintain the overall project workplan and implementation schedule.
      • Coordinate activities across WIEGO and partners.
      • Monitor progress against agreed milestones and deliverables.
      • Track decisions, action points and implementation commitments.

    5. Financial and Administrative Oversight
      • Monitor project expenditure against approved budgets.

      • Coordinate contracts and consultant management processes.
      • Liaise with Finance staff regarding financial reporting requirements.
      • Monitor implementation risks relating to budgets and contracts.
    6. Meetings, Events and Communications
      • Coordinate project meetings, workshops and learning events.
      • Prepare agendas, minutes and action trackers.
      • Support dissemination and communications activities.
      • Ensure documentation and knowledge products are appropriately managed and shared.

    Essential Criteria

    • Degree in Project Management, International Development, Law, Social Sciences or a related discipline, or equivalent relevant professional experience.
    • At least five years’ experience managing complex, multi-partner projects, preferably in an international context.
    • Demonstrable experience of coordinating projects involving multiple organisations, stakeholders and countries.
    • Experience of developing and managing project workplans, budgets, risk registers and project reporting.
    • Experience of preparing reports for institutional donors and ensuring compliance with donor requirements.
    • Experience of organising and facilitating meetings, workshops and learning events involving multiple stakeholders.
    • Knowledge of home-based workers, human rights due diligence, labour rights, corporate accountability or global supply chains.
    • Excellent written and verbal communication skills, including the ability to prepare high-quality reports and project documentation.
    • Excellent organisational skills, with the ability to manage multiple priorities and deliver agreed objectives to deadline.
    • Fluency in written and spoken English.
    • Must be based in Nepal or Thailand and undertake international travel as required.

    Desirable Criteria

    • Project Management qualification.
    • Experience managing Sida-funded or other institutional donor-funded projects.
    • Experience working with international NGOs, membership-based organisations or civil society organisations.
    • Experience working with organisations of informal workers or workers’ organisations.
    • Experience of monitoring, learning and evaluation (MLE) systems and approaches.

    The role will commence in September 2026 and will initially be offered with a three month trial period and if passed a fixed-term consultancy contract until 31 March 2027. Subject to satisfactory performance and the continuation of project funding, it is anticipated that the contract will be extended in line with the project, which is expected to run until 31 March 2029.

    Fees will be agreed according to qualifications and experience in line with our Remuneration Policy and will be paid monthly on submission of an invoice and timesheet.

    This is a home-based role. The successful candidate will need access to suitable computer equipment and a reliable, high-speed internet connection.

    Job Summary
    Reporting directly to the Platform Manager – Democracy Governance & Human Rights (DGHR) and based in Nairobi, the Knowledge Management & Communications Officer will be responsible for managing knowledge and communication resources across Act! programs and projects, including consultancies and long-term grants. The position holder will work closely with technical and functional staff to ensure effective knowledge sharing, documentation, and communication. The role also involves maintaining strong relationships with external stakeholders, including donor agencies, government institutions, and private sector partners, to support successful program implementation and achieve organisational objectives.     Academic qualifications

    POSITION SUMMARY:

    The Food Commitments Manager is responsible for managing projects and activities related to the organization’s food systems priorities as part of the program’s supply chain transformation and climate mitigation & resilience strategies. The Manager will work alongside Health Care Without Harm and Practice Greenhealth staff, partners, and consultants to develop strategy, collaborate with others in the field, and provide management for key projects. In this way, the Manager contributes to the fulfillment of the organization’s ultimate aims of reducing health care greenhouse gas emissions, increasing the resilience of hospitals and communities alike, and driving health equity.

    PRIMARY OBJECTIVES:

    • Promote and support health care organizations in making commitments to use their food purchasing and food service operations to advance climate action through food initiatives.
    • Contribute to the development and implementation of the organization’s strategy by managing health care commitment campaigns including the Coolfood pledge, the US Food Waste Pact and the values-based food purchasing commitment – inclusive of resource development, recruitment and support for participants. 
    • Create, update, and refine tools and resources (e.g. how-to guides, tool kits, checklists, webinars) to support successful food initiatives within health care organizations.
    • Engage Practice Greenhealth partners in demonstrating, implementing, and accelerating best practices in food purchasing, menu and food service operations to support climate smart health care.

    Requirements

    ESSENTIAL FUNCTIONS:

    Strategy and Planning – 20%

    • Develop annual workplans for projects related to the organization’s food strategy. 
    • Work closely with other Health Care Without Harm and Practice Greenhealth staff to develop and implement strategies and projects that support the advancement of the program’s objectives and the organization’s strategic plan. 
    • Support fund raising activities including maintenance of funder relationships for this work in coordination with other team members, the Program Coordination Team, and the Development Team.
    • Cultivate the organization’s values in day-to-day work and interactions.

    Programmatic – 70%

    • Manage projects and activities to advance: 1) values-based food purchasing strategies and best practices in alignment with nationwide supply chain transformation goals; and 2) climate mitigation and resilience strategies related to food service purchasing and operations. 
    • Build and manage relationships with food supply chain stakeholders (e.g., group purchasing organizations, distributors, manufacturers) to model and shift the institutional procurement system and convene events and meetings on sustainable food procurement activities and successes. 
    • Build and manage relationships with external partners and coalitions to develop and implement programmatic goals.
    • Advise Practice Greenhealth hospital partners on how to achieve goals, troubleshooting and finding solutions to barriers.
    • Develop promotional and implementation materials for managed projects (presentations, resources, tools, etc.) in collaboration with Communications and Practice Greenhealth teams.
    • Build and maintain productive working relationships with staff across HCWH, Practice Greenhealth, and Greenhealth Exchange.
    • Contribute to the planning, facilitation, production, editing, and delivery of content and educational sessions for HCWH and Practice Greenhealth, including presentations, articles, blogs, press releases, newsletters, reports, virtual webinars, and the annual CleanMed conference.

    • Coordinate with supervisors and administrative team to develop contracts and Memorandums of Understanding (MOUs) related to projects that the Manager is leading; and manage contracts and partnerships within the scope of work.
    • Participate in the annual budgeting and work planning processes, assisting with grant development and management to maintain a funding portfolio for this work, engaging partners, and contributing to semi-regular strategic planning processes.
    • Maintain records of partner activity and contacts in the organizational database and file management systems.

    About the Job

    Natural Justice seeks a lawyer to join its Southern Africa hub as a Senior Legal Fellow under the Defending Rights Programmatic Stream. The hub works across South Africa, Namibia and Mozambique. The successful candidate will be primarily based within the Defending Rights Stream but will work across all three work streams in the Hub to provide legal support to indigenous people and local communities, particularly in relation to climate justice matters, indigenous rights, land rights and human rights.

    They will work with a passionate team of staff within the hub and frequently collaborate with staff across the organisation. They will be expected to work with the support staff, including finance, communications, monitoring and evaluation and research staff.

    The Senior Legal Fellow must have an interest in supporting Indigenous people and local communities, in the context of the climate crisis, throughout the countries we work in.     Research Consultant for Innovating Child Helpline Data Collection and Analysis

    About the Role and the Project

    Child helplines generate large volumes of data through their day-to-day contacts with children and young people. Making use of this data to better understand their issues and to effectively promote their rights and wellbeing is a strategic priority for CHI and its members. Improving the usability of the data will require addressing data governance, privacy and ethical concerns.

    Through the activity “Innovating child helpline data collection and analysis for lasting impact”, we are exploring current data management practices across the network, including how members share data with other organizations, and the potential of automating some aspects to data collection. The activity involves identifying barriers (ethical, technological, or otherwise) to adopting new technologies for data collection and analysis, and of identifying realistic paths to overcome them.

    As part of this activity, we aim to develop more robust data-sharing agreements with our members. Our existing agreements need to be revised to reflect current developments in the field and, in particular, to properly address the sharing of disaggregated (individual/case-level) data, which carries greater sensitivity and risk than aggregated data and therefore requires stricter safeguards. To do this credibly, we also need to strengthen our own knowledge of data governance as it applies specifically to child protection.

    Work Already Completed

    Preparatory work for this activity is already underway. We have mapped current data-sharing practices among our members and have identified preconditions that we will have to meet before receiving disaggregated data. These preconditions broadly concern: de-identification; storage and access; formal agreements; and a clearer understanding of members’ internal constraints.

    This consultancy builds directly on that mapping. We will facilitate Focus Group Discussions with the members to further unpack the identified preconditions and prepare a report of the findings.

    The consultant’s role is to bring specialist data governance and legal expertise to that process, and to translate its findings into new data-sharing agreements, a supporting risk assessment, and contribute to the design of a compliant pipeline for receiving, storing, and analysing data.

    Purpose and Scope of the Consultancy

    The consultant will:

    •   Be briefed by CHI on the existing mapping, the wider activity, and CHI’s internal Focus Group Discussion process (onboarding).
    •   Sit in, as an expert resource, on CHI-led Focus Group Discussions with responding members.
    •   Review CHI’s internal findings report and provide recommendations from a data governance and legal perspective.
    •  Conduct independent research and/or a
      Data Protection Impact Assessment covering the legal basis for processing, cross-border data transfer mechanisms, and risks specific to children’s data.
    • Draft new data-sharing agreement templates for governmental and non-governmental child helpline members, covering both aggregate and disaggregated data, in compliance with data protection and child-safeguarding principles.
    • Participate in meetings with the CHI team and incorporate feedback through iterative revisions.

    Deliverables

    •   Written recommendations on CHI’s internal findings report, from a data governance and legal perspective.
    •   New data-sharing agreement templates, one adapted for governmental child helplines and one for non-governmental child helplines, covering aggregate and disaggregated data sharing.
    •   Data Protection Impact Assessment (or equivalent risk assessment), covering legal basis, cross-border transfer mechanisms, and retention and deletion protocols.

    Timeline and Indicative Level of Effort

    The assignment is estimated at 15 working days, over a period of approximately 2 months from contract signing. The consultant should be available to sit in on CHI-led Focus Group Discussions in late September, and to finalize the agreement templates and DPIA by 15 November.

    Expertise and Skills

    Required:

    •  Solid, demonstrated expertise in data governance and data protection law/principles (e.g. GDPR or equivalent), including practical experience drafting data-sharing agreements or MoUs.
    •  Experience working in international or multi-country contexts, with an understanding that data protection and governance
      requirements vary significantly by region and legal system (i.e., this is not solely a GDPR exercise), and sensitivity to the cultural ano institutional differences between members.
    •   Experience conducting Data Protection Impact Assessments (DPIAs) or equivalent risk assessments, including legal basis for processing, cross-border data transfers, and retention/deletion protocols.
    •   Practical understanding of data protection considerations specific to children’s data, or another sensitive-data context.
    •   Ability to translate legal and governance analysis into practical, usable templates and recommendations.
    •   Ability to work independently, engage efficiently in a small number of structured meetings, and deliver quality outputs within a fixed timeframe and budaet.
    •   Excellent written English, particularly for legal and technical drafting.

    • Education: Bachelor’s degree in Education, Adult Learning, International Development, Human Rights, Gender Studies, Communications, Public Policy, Business Administration, or a related field.

    Experience

    • At least two years of relevant experience coordinating learning programs, events, project administration, or operations.
    • Experience supporting virtual learning programs or online events is helpful.
    • Experience using Microsoft Office Suite, Microsoft Teams, Zoom, and learning management systems or similar virtual learning platforms.
    • Experience working in an international NGO or nonprofit organization is highly desirable.
    • Experience supporting gender equality, women’s rights, or human rights initiatives is an asset.

    Languages

    • Fluency in written and spoken English is required.
    • Additional language skills are desirable.

    COMPENSATION:

    • Compensation Benchmark (UK Equivalent): USD $37,257–$42,642 per annum

    The figures above represent the annual full-time equivalent salary range used for market benchmarking. As this is a short-term engagement from August through December 2026, the successful candidate will receive a prorated fixed feebased on the duration of the engagement.  The final offer within this range will be determined based on factors such as geographic location, relevant experience, demonstrated skills, and qualifications.
