Background

MAGENTA is preparing for a potential project, subject to funding, with the Government of South Sudanto develop a Communication Strategy and Action Plan in support of national tax reforms.

Todeliver this initiative, MAGENTAis engagingaMonitoring&EvaluationSpecialist todesignthe M&Eframework, KPIs and monitoring tools that underpin the Communication Action Plan.

KEY RESPONSIBILITIES:

The Monitoring & Evaluation Specialist will report to the Team Leader / Strategic Communications Expert.Expecteddeliverablesinclude:

• Design the M&E framework for the Communication Action Plan, aligned with the project resultsframework.
• DevelopcommunicationKPIsandperformanceindicators,includingawarenesslevels,atrustindexandengagementmetrics.
• Establish baseline indicators drawn from the situational analysis and communication audit.
• Develop monitoring and reporting templates for the revenue authority’s use.
• Support costing of the Action Plan and integrate the M&E framework into the final deliverables.

• Supportthevalidationworkshopandbuildtherevenueauthority’scapacityinresults-basedmonitoring.

Beyondspecificdeliverables,theconsultntwillbeexpectedtoattendregularprojectmeetingsanddeliverpresentationstotheclientasrequired.

REQUIREMENTS

• Bachelor’s degree in statistics, economics, monitoring and evaluation, public policy or a related field.
• Minimum7yearsofprofessionalexperienceinresults-basedmanagement,monitoringandevaluation,andperformancemeasurementsystems.
• Demonstrated experience in at least two (2) similar assignments involving results frameworks, KPIsorM&Esystemsforpublicsectorinstitutions.
• Abilitytoworkeffectively,respectfullyandsuccessfullywithgovernments,clients,partnersandotherstakeholdersincomplexsettings.
• Experience in South Sudan and/or the East African Community highly desirable.
• Excellent written and spoken English required, and software fluency including Office 365.
