About This Job
The Proposal Writer will play a critical role in the business development team by leading the development of high-quality proposals for consultancy projects. The ideal candidate will have a strong understanding of the humanitarian sector, experience in proposal writing, and the ability to coordinate effectively with both technical (development/IT) and humanitarian (IM/MEAL) staff. This role involves responding to public tenders, drafting work plans, writing technical proposals, and collaborating closely with internal and external stakeholders
Requirements
Education & Experience
- Bachelor’s degree in International Development, Communications, Business, or related field. A Master’s degree is a plus. Degrees in IM, IT, computer sciences or related fields will also be highly valued.
Skills

- English required – French or Spanish highly recommended
- Familiarity with Google Suite, Canva and/or Figma is plus.
- Strong understanding of consultancy projects, including IM, technology, MEAL, and other RA services.

- Strong attention to detail; Ability to develop clear and concise proposals that meet client specifications and deadlines.
- Experience coordinating with both technical (e.g., IT/development) and humanitarian (e.g., IM/MEAL) teams.
- Ability to manage multiple priorities and deliver high-quality work under tight deadlines.
- Strong written and verbal communication skills.
- Familiarity with public tender platforms such as Relief Web, Coordination Sud, UNGM, and others.
Experience
- Previous experience in proposal writing within the humanitarian or consultancy sector.
- Previous experience in the humanitarian, development or IT/technology sector is also highly desirable
Potential Tasks
Proposal Development:
- Lead the full proposal development cycle, from identifying opportunities to submitting polished proposals.
- Develop work plans, timelines, and budgets aligned with the project’s Terms of Reference (ToR).
- Draft detailed technical proposals, including project phases, deliverables, methodologies, and team profiles.
- Ensure proposals are tailored to meet specific client needs, highlighting RA’s expertise and value proposition.
- Maintain alignment with the ToR, avoiding unnecessary or irrelevant content.
Collaboration and Coordination:
- Work closely with technical and humanitarian teams to ensure project feasibility and gather the necessary inputs.
- Coordinate with the Business Development Manager and relevant team members to assign proposal-related tasks.
- Participate in business development meetings and maintain communication with potential clients.
- Organize and lead internal proposal development meetings, ensuring clarity of roles and responsibilities.
Quality Assurance and Submission:
- Review proposals thoroughly to ensure compliance with client requirements and RA standards.
- Prepare supporting documents, annexes, and financial offers as needed.
- Submit proposals via client portals or email, following up to confirm receipt and inquire about feedback.
- Keep proposal documentation organized and up-to-date for future reference (including templates and proposal tracking).
