  1. JOB SUMMARY 

The Project Manager provides support at all stages of project planning, implementation, coordination, and reporting  of the Anticipatory Action Project and other assigned Humanitarian Projects. The project manager’s primary  responsibility will be to ensure that the projects produce the results specified in the project document to the required  standard of quality and within the specified constraints of time and cost. In addition, the Project Manager will support  the senior management of CARE Kenya in ensuring humanitarian preparedness and response. The Project Manager  will represent CARE at key inter-agency meetings at different levels – national and sub-national. He /she will monitor 

 

  

the on-going humanitarian situation in the country and provide regular updates. He/She will work closely with the  other emergency response team members across the country. 

S/he works together with the Program Quality Learning and Accountability Manager and MEAL Team to ensure that  learning from projects is used to continually improve, and develop new strategies, tools and approaches that will  proactively address root causes of vulnerability.  

Under the supervision of the Assistant Country Director Programs, the Project Manager will collaborate and  coordinate with relevant government and CARE staff, community leaders, and other relevant stakeholders. The  Project Manager is expected to exercise full compliance with CARE programming, financial, procurement and  administrative rules, regulations, policies, and strategies, as well as implementation of the effective internal control  systems. 

  1. ROLES AND RESPOSIBILITIES 
  2. Program Management – 25% 
  • Support the senior management to drive the vision and strategy for CARE Kenya humanitarian strategy. Provide management oversight planning, coordination of the implementation processes for the Anticipatory  Action project and Humanitarian projects assigned.  
  • Provide technical support to project staff to realize the goals, objectives and targets of the Projects Take lead in Country Office Emergency preparedness planning and actions 
  • Effectively supervise the project Engineer and/or any other staff assigned to the project(s) ensuring efficient  distribution of work among project staff, maintenance of teamwork and on time delivery of targets through  compliance with CARE performance management system. 
  • Work closely with the protection and gender technical teams and ensure that GESI, PSHEA issues are  properly considered and addressed at programs/projects implementation level. 
  • Organize, in consultation with the MEAL Coordinator, Project Engineer and other emergency response team  members, inception and planning meetings, review meetings, to facilitate coordination, collaboration, and  effective delivery of all components of the targets. 
  • Establish strong working relationships, oversee networking, liaison & collaborative activities, and coordinate  with (internal and external) stakeholders

CARE Kenya  Job Description 

  

  1. Program Quality and Knowledge Management – 25%  
  • Engage the technical teams in ensuring that protection needs are analyzed and addressed appropriately in all  projects 
  • Work with the MEAL team to carry out Real Time Evaluations (RTE), After Action Reviews (AARs), Post  Distribution Monitoring Surveys and other forms of project monitoring and evaluation. 
  • Ensure that lessons learnt are documented and shared with the programs team and also shared in other  humanitarian platforms 
  • Work with the Program Quality Learning and Accountability Manager and to promote a culture of reflective  practice and innovation and internal and external knowledge sharing; and model a culture that recognizes  and supports innovation, risk taking and leaning.  
  • Promote knowledge sharing and learning between projects and pillars within the CO; participate where  possible in organization wide and regional learning initiatives related to CARE’s priority program themes and  approaches.  
  • Ensure that lessons learned are used to inform ongoing and future practices, and that program lessons are  being used to promote improved humanitarian programming and learning. 
  1. Budget & Contract Management -25%  
  • Working closely with Award/sub awards in the management of the humanitarian response project budgets,  reviewing expenditure against budget and taking any necessary corrective actions to ensure compliance with  CARE & Donor policies 
  • Monitor humanitarian project implementation against contractual requirements, including through regular  field visits to ensure timely and appropriate delivery of project outputs/ outcomes. 
  • Provide the required support and participate in all grant revisions, extensions, and donor reporting. Ensure team adherence to and follow up on audit recommendations 
  • Provide the required support to ensure timely and good quality reporting, coordinate finalization and timely  submission of narrative and financial reports to donors 
  1. Business Development and New program design -20%  
  • Support the senior management in identification of humanitarian funding opportunities  Work closely with the Assistant Country Director Programs and Resource Mobilization manager for regular  scanning of donor environment 
  • Provide input in developing quality Concept Notes and Proposals

  

  • Help establish, maintain, and improve active and regular working relationships with host government  authorities and partner agencies 
  • Work with Emergency Response Team to ensure CARE representation in coordination forums and  humanitarian clusters (Protection, Health, Nutrition, WASH, FSL, Education in Emergencies etc.) 
  1. Other Duties -5%  

Any other responsibilities that may be assigned on need basis  

III. QUALIFICATIONS 

Education and Experience  

Bachelor’s Degree in (Social Science, Food security & Livelihoods (FSL), Climate Resilience, Cash and Voucher  Assistance (CVA) or a related field. 

Master’s degree in project management and planning, social sciences or related field will be an added  advantage. 

Post graduate qualification in Resilience, Humanitarian or nexus programming 

Minimum of 10 years’ experience in humanitarian programme management, preparedness and response in  fragile context.  

Experience of managing or leading multi-sectoral humanitarian response, including, Emergency Food security  and livelihoods – CVA, WASH, climate resilience, nexus and Protection 

Demonstrable competence in Concept Notes/Proposal and report writing 

Experience of managing or familiarity with requirement of institutional donors e.g. USAID/BHA, ECHO, UNICEF,  FCDO 

Demonstrable competence in budget monitoring and management skills. 

Strong commitment to support/develop capacity of National staff. 

Ability to deal with difficult, often complex work situations. 

Demonstrated experience of working in insecure environments. 

Ability to work well in an international environment with people from diverse backgrounds and cultures. Proficiency in the English language (spoken and written) is required 

Excellent computer skills
