Job Description:

The Program Development and Quality Assurance (PDQA) Director is responsible for providing overall leadership to the Program Development & Quality Assurance Department in assuring alignment with World Vision International’s Our Promise Global Strategy and maintaining internal and external industry standards. This entails managing three units under the department: Resource Acquisition, Program Quality and Strategy, and Partnerships Unit.

The position oversees the development and submission of quality funding proposals aligned with relevant needs, strategies, and donor requirements, identifies potential funding opportunities, and leads the development, monitoring, and mitigation of key risks in program development and quality. Additionally, the position is responsible for ensuring the quality of programs and spearheading the establishment and maintenance of monitoring and evaluation, accountability, and information management systems, as well as research and learning processes and products to inform adaptive management and promote thought leadership. The position also enhances WVISS’s visibility and engagement with strategic stakeholders and strengthens grant compliance within the organization. It also closely coordinates with other departments: Operations, Finance, Support Services, External Engagement, Communications, and People & Culture (P&C) ensures that the WVISS program is closely coordinated with the humanitarian community nationally and regionally and incorporates research and best practices to inform the quality of WVISS work

 

Strategy – Our Promise:

  • Provide resource acquisition, program development, and quality assurance leadership in line with our promise;
  • Ensure that strategy drives programming in WVSS such that proposals, annual operating plans, and budgets are aligned with the approved country program strategy.
  • Lead the strategy refresh process to develop Our promise phase 3 strategy for FY26 to FY30.
  • Support the development of a Country strategy implementation plan (CSIP)
  • Lead and coordinate the rollout of the fragile context programme approach
  • Lead strategy formulation, execution, and monitoring to ensure alignment with WVI global guidance, regional strategy, country context, priorities, and donor requirements.
  • Support annual strategy review
  • Use quality data to make informed decisions and implement OIOS in FY25 per plan

 

Program Development and Resource Acquisition

  • Ensure teams develop technically sound sectorial approaches and programs that respond to humanitarian emergency and sustainable development needs in South Sudan aligned with Our Promise;
  • Ensure that programs designed align with major donor requirements (USAID/BHA, GAC, FCDO, DFAT, German Government, EC and ECHO);
  • Ensure that programs align with WV fragile context program approach and other WV frameworks where applicable;
  • Engage and pre-position WVSS with NGOs and institutional donors to develop consortia;
  • Responsible for meeting the annual fundraising targets for World Vision South Sudan;
  • Together with the Business Development Manager and the program development team, ensure portfolio growth and diversification of funding based on national office strategy by developing and reviewing concept papers and proposals for various projects and programs for funding to achieve WVSS short-term and long-term goals;
  • Lead the office in donor engagement by developing and maintaining effective networking and relationships with donors and support offices to establish partnerships;
  • Lead the development and implementation of the WVSS grant acquisition plan and measurement framework;
  • Together with the Business Development Manager, develop and manage the proposal development calendar for WVSS.  Coordinate timely and strategic responses to proposal development;
  • Present funding ideas and concepts to appropriate stakeholders and donors;
  • Gather and share ideas for individual sector opportunities; a) develop a key understanding of sector strategies by donor, b) follow up on specific sectoral procurement opportunities;

Work with other teams within WVSS to ensure WV support/donor offices (SO) engagement/influence of SO government funding priorities for South Sudan.

Quality Assurance and Risk Management

  • Oversee WVSS’s DME System to ensure it meets both Partnership and industry standards.
  • Lead the development and maintenance of WVSS’s DME system, including strategy monitoring;
  • Ensure WVSS’s Quality Assurance team is functional and responsive to the ministry’s needs
  • Ensure the ministry meets Partnership LEAP 3 standards;
  • Facilitate staff capability and capacity improvement initiatives for the ministry
  • Liaise with external stakeholders such as the EAR Program Effectiveness, Strategy Support Team (SST), and Support Offices
  • Partnership Reporting requirements—Coordinate the production of key reports such as Annual Reports, Child Well-Being Target Reports, and GNOD.
  • Assess the level of risks associated with program development and ensure sufficient alignment with relevant WV strategies at all levels,
  • Lead the development, monitoring, and mitigation of key risks in resource acquisition, program development, and quality.
  • Identify and implement continuous improvement processes for resource acquisition
  • Collaborate with senior management and contribute to developing policies and procedures for RAP.
  • Ensure compliance with administration policies and procedures

 

Partnerships and Engagement

  • Develop and maintain strategic relationships with major bilateral and multilateral donors including EU, ECHO, USAID, BHA, UNHCR, UNICEF, WFP, UNDP, GAC, FCDO, Irish Aid, FAO, HPF and World Vision Support Offices;
  • Coordinate with Programme director to host visits and responding to communication.
  • Ensure that WVSS builds its reputation for integrity, expertise and reliability;
  • Maintain WVSS master list of stakeholders contact information and update regularly;
  • Ensure PD staff actively participate in relevant national networks, clusters and coalitions;
  • Coordinate information sharing among technical managers related to Cluster and other external engagements and maintain an archive of relevant evaluations and reports
  • Ensure that WVSS is a thought leader in FSL and known for its health programming;
  • Contribute to the development of communications and marketing materials when requested
  • Lead the “partner of choice” initiative led by the GC team
  • Contribute to the development of communications and marketing materials
  • Lead external partner mapping exercise and ensure that results are incorporated into the program development strategy. To this effect, maintain a database with potential NNGO partners;
  • Improved coordination and collaboration with functional directors in WVSS

Leadership and Team Management

  • Provide overall leadership for the PDQA Team to ensure quality delivery through the development of relevant guidelines and tools
  • Create performance agreements with each direct report, and conduct quarterly reviews and end-of-year performance appraisals;
  • Provide guidance and direction to the team as required, and establish team cohesion and growth, including the organization of capacity-building opportunities;
  • Coach and mentor team in conducting assessments, setting personal development goals, and providing ongoing support on tools and relevant training resources/material;
  • Review the divisional structure and mandates where necessary to align with the Field Office’s needs
  • Lead recruitment of qualified program development staff.
  • Ensure the Human Resources department is aware about the staffing/recruitment plan

 

Qualifications and other requirements:

  • Master’s degree in International Development, Rural Development, NGO Leadership or a related discipline.
  • At least 10 years field experience in a relief or development environment, with at least 5 years in a senior managerial role with direct reporting lines.
  • Be a results-orientated leader with the ability to handle a heavy workload, manage and satisfy multiple conflicting organizational, donor and other stakeholder demands.
  • Previous experience with successful multi-million-dollar program management and oversight (USAID, EU/ECHO, FCDO, GAC, DFAT, UN agencies).
  • Previous experience in managing food security and Livelihood, WASH, Nutrition, Health, GBV/protection, and Education program
  • Must have a clear understanding of the working of the major WV partners (USAID, EU/ECHO, FCDO, GAC, DFAT, UN etc), their requirements and standards.
  • Ability to engage high level donors to influence funding priorities, strategy and policy.
  • Ability to engage with governmental, NGO and other senior leaders on development issues and maintain effective partnerships.
  • Experience in program leadership in fragile contexts.
  • Strong project management skills, with oversight to project directors and chief of party.
  • Must be able relate and represent WV to program partners, in a highly professional manner.
  • Capacity building experience in project design, implementation, reporting, and evaluation.
  • Computer knowledge including Word, Excel, Lotus Notes and Power Point.
  • Excellent written and verbal communication skills in English, including report-writing and proposal writing skills.
  • Good understanding of World Vision and Sphere relief standards.
  • Knowledge of and adherence to the Red Cross and NGO Code of Conduct.
