Job Description:

Job Purpose:The SPIR II People & Culture (P&C) Business Partner plays a crucial role in the execution of the HR Transformation Strategy and deliver integrated HR solutions, including workforce planning, performance management, talent transformation, management and leadership development, digitalization. S/he will lead the recruitment, onboarding and orientation of SPIR II staff. She/he will support managers to identify appropriate and relevant learning and development opportunities for staff, according to their needs and identified career goals. The SPIR II People & Culture Partner will work closely with WVE People and Culture to address any staff performance or disciplinary issue, and will help managers to carefully follow all performance management guidelines and policies. She/he will help foster a professional and collaborative work environment through organizing staff social and recognition events.

 

Major Responsibility

Staff recruitment, on-boarding and orientation

  • In support of SPIR II hiring managers and WVE People and Culture, coordinate and drive staff recruitment processes, including JD development, job advertisement, short-listing candidates, scheduling written tests and interviews, and follow-up on reference checks.
  • Lead new staff through the onboarding process, ensuring that they have been fully oriented on WVE policies and SPIR II technical aspects of their job and expectations.
  • Ensure P&C core documents are signed and accurately filed (i.e., Police Background checks, Disclosure form/Conflict of interest, Child protection, Employee Code of conduct, Core values)

 

Staff development and training

  • Assist managers to identify, recommend and approve learning and development opportunities for SPIR II staff
  • Supporting and Coaching Hiring Managers on P&C functions:

 

People management / Performance management

  • Together with WVE People and Culture, proactively respond to and manage performance, counselling, staff grievance and disciplinary issues as required, with a focus on building manager competency and ensuring proper documentation is captured at all stages.
  • Support managers and staff in the routine performance management process
  • Support WVE People and Culture in acting as an impartial mediator in disciplinary procedures and ensure they are administered in an equitable and fair manner, in compliance with all legal and labor regulations and requirements

 

Lead people well-being and staff care initiatives

  • Plan and support team building exercises
  • Coordinate staff social events
  • Organize staff recognition platforms or events
  • Help to foster a professional and collaborative culture of sharing ideas and interactions across departments, sectors and teams within the SPIR II Consortium office

Required Professional Experience

  • Five years of experience in a relevant human resources professional role.
  • A combination of Human Resource experience in the following areas: talent acquisition, career planning, staff engagement, coaching and development, performance management, conflict resolution, employee relations, recognition programs.
  • Thorough knowledge of human resource management practices and employment related legislation.
  • Experience managing people and talent with an International NGO and/or supporting a USAID-funded program.
  • Strong consultation skills and experience influencing and interacting with senior leaders.
  • Proven ability to use networks to identify and target talent for key staff recruitment.

 

Required Education, training, license, registration, and certification

  • BA in Management, Human Resources, Business Administration, Public Administration or related field. Preferred: MBA, MPM or MPA in Public Admin, MA in human resources management

 

Preferred Knowledge and Qualifications

  • Excellent oral and written communication skills
  • Adult Safeguarding Training
  • Knowledgeable of Ethiopian Labor Laws and relevant requirements.

 

Travel and/or Work Environment Requirement

  • Travel up to 20% of time.

 

Language Requirements

  • Fluent in English.
