  1. JOB SUMMARY 

The Monitoring, Evaluation, Accountability, and Learning (MEAL) officer will support MEAL activities for DMDP and  Diageo-ToT projects and will report directly to the PQLA Manager, with a matrix reporting structure to the Project  Manager. This role will be based in Kisumu and will support project implementation in 6 counties. The role serves as a  cornerstone in ensuring the effectiveness and impact of development and humanitarian initiatives. The position’s  primary objective is to design and implement robust monitoring and evaluation systems that capture programmatic  progress and outcomes. Through continuous data collection and analysis, the role identifies areas of improvement,  ensuring interventions are evidence-based and impactful. The role also ensures transparent and responsible  management of resources and commitments to stakeholders.

Overall, the MEAL position aims to enhance program quality, ensure donor compliance, and drive sustainable  change in the communities served. 

  1. ROLES AND RESPOSIBILITIES 
  2. Project Development and Implementation – 40% 
  • Provide leadership support in all aspects of M&E for the project. 
  • In collaboration with the Project team and the manager, facilitate development of a comprehensive MEAL  Plan, Detailed Project Implementation Plan, Results framework. 
  • Support compliance to the program M&E Plan, lead the project PIIRS process. 
  • Working with the Project Manager, develop tools for data collection and reporting, and their guidelines for  use and ensuring that compliance standardization of the tools. 
  • Conduct internal project assessments, maintain program beneficiary’s database. 
  • Ensure monitoring and donor reporting timelines are compiled too. 
  • Working closely with the program team to provide quarterly progress updates on 
  • Working closely with Program team to support the documentation of Human-Interest 
  • Support documentation of success stories and learning. 
  • Support the Project Manager in planning and facilitating program monitoring and evaluation strengthening  activities for the program. 
  • Review all field Project reports and share with the Program manager for escalation to the CMP. 
  1. Documentation and Knowledge Management – 30%  
  • Take leadership in coordinating Program documentaries, Human interest stories successes and  dissemination of lessons learnt/ best practices. 
  • Review MEAL and programmatic reports in accordance with donor requirements and develop a system for  validation of information. 
  • Support program consultancy services, working with the Project manager to ensure smooth and Quality  delivery of services to CARE Kenya, in stringent adherence to the do no harm principle. 
  • In collaboration with Communication Officer, contribute to the development and execution of the Program  and Country Office communication and Visibility Strategy. 
  • Ensure proper archiving of all Project data/documents/REACH &PIIRS data to the CARE encourage team members to share their experiences and best practices.

CARE Kenya  Job Description 

  • Actively get involved in the CARE’s MEAL communities of Practice. 
  • Assist Project Manager to develop key knowledge management products and disseminate client experiences  to partners, donors and government audiences. Promote knowledge sharing and learning between projects  and pillars within the CO; participate where possible in organization wide and regional learning initiatives  related to CARE’s priority program themes and approaches.  
  • Ensure that lessons learned are used to inform ongoing and future practices, and that program lessons are  being used to promote improved humanitarian programming and learning. 
  1. Collaboration and Partnerships -15%  
  • Enhance CARE’s visibility at County level stakeholders’ meetings. 
  • Represent the program, FWN -Sector and CARE in relevant strategic partnerships and policy engagements. • Identify and sustain strategic partnerships, contacts, and linkages to ensure effective Programming. 
  1. Business Growth -10%  
  • Contribute to the Identification of business development opportunities and participate in concepts  development for fund raising. 
  • Support CARE’s resource mobilization team, consistent with CO program growth strategy and sustainability. 
  1. Other Duties -5%  
  • Undertake any other additional technical assignments delegated by the supervisor on need basis. 

III. QUALIFICATIONS 

Education and Experience  

Degree in Monitoring and evaluation, Impact measurement, Project Management and planning, statistics, social sciences or related field or equivalent experience,  

At least Two years of work experience in monitoring and evaluation of Economic resilience, Programs. Training on qualitative and quantitative data analysis tools/software. 

Training in Gender and Development will be an added advantage 

Excellent written, verbal English and presentation/communication skills 

Demonstrable ability to develop and implement gender transformative monitoring and evaluation systems and plans and applied knowledge and understanding of feminist approaches to MEAL.

Proven expertise in quantitative and qualitative methodologies, participatory approaches, management  information systems, reporting, data quality assessments, data analysis and presentation Familiarity with performance-based funding systems and procedures. 

Ability to develop and implement monitoring and evaluation plans 

Experience with and understanding relevant donor frameworks and reporting systems Strong data and information presentation skills 

Strong Analytical capacity 

Excellent inter-personal, facilitation and communication skills 

Proficiency in the English language (spoken and written) is required
