Learning and Knowledge Management (LKM) Program Coordinator (Global)

Salary: IBP Salaries are established with consideration of current market conditions and in comparison, with similar not-for-profit organizations. Based on current benchmarked rates, we would anticipate a gross salary to be offered between $30,000-$37,000, location dependent for candidates based in our preferred locations (see below) and commensurate with experience.

Contract length: Full-Time (Initial 1-year fixed-term contract, with view to renew)

Location: People within a UTC-5 to UTC+3 time zone are well suited to working for IBP. This does not mean that we won’t employ people outside of these time zones, but when considering new hires, we will take into account their geographic location and proximity to our country offices.

Please note, for this position, we also have a strong preference for candidates based in Senegal, Nigeria or South Africa.

Preferred start date: March/April 2025

Physical demands: Regional and in-country travel may be required. This is a remote role, prolonged working on a laptop and other display screen equipment around 8 hours each day.

Today, IBP is a globally dispersed organization with staff based in multiple countries with in-depth country work in Nigeria, Senegal, South Africa and Indonesia. IBP is a US registered 501 c3 with branch offices in Senegal and affiliates in the Netherlands, in South Africa and soon in Nigeria and a total budget of about USD 15 million a year.

The Learning, Monitoring and Evaluation (LME) Team is responsible for oversight, coordination, and promoting learning, monitoring and evaluation activities at IBP. In response to the organization’s new strategic plan, the team has been reconfigured around two coordinated capabilities of which this role focuses on the first:

Learning and Knowledge Management- This capability develops and implements the organization’s Learning Agenda and Knowledge Management systems, processes and tools responsive to programmatic and organizational needs. The Learning and Knowledge Management Program Coordinator role drives collaborative learning to generate and share knowledge and evidence in clear and accessible ways, both internally and externally.

Learning, Monitoring and Evaluation –This capability drives LME systems strengthening at all levels i.e., improving how data is collected and aggregated into relevant programmatic and organizational indicators for reflection, learning and reporting. The LME Program Coordinator supports organizational monitoring and analysis of progress relevant to IBP’s strategy to enable adaptive programming, learning and reporting.

About this role

The International Budget Partnership (IBP) is looking to appoint a Learning and Knowledge Management (LKM) Program Coordinator. In alignment with IBP’s new strategy, this newly created position will work closely with the LME Lead to drive the systematic collection, sharing, and application of knowledge and learning both within the organization and in the broader field. The Program Coordinator will develop learning and knowledge management systems and processes aimed at strengthening organizational learning, supporting data-informed decision-making, and facilitating adaptive programming across all initiatives.

The role holder will have experience in working with teams to facilitate knowledge sharing and learning space that strengthen program effectiveness and encourage innovation. They will also collaborate closely with the Learning, Monitoring, and Evaluation (LME) Program Coordinator Team Lead and the Development and Communications teams.

Role responsibilities

Essential duties of the job include, but are not limited to, the following:

Refine IBP’s LME and Knowledge Management Approach (20%)

  • Support the LME Lead in designing and implementing an organizational framework for data collection that prioritizes iterative learning and establishes feedback mechanisms for continuous improvement.
  • In consultation with program and LME staff, support the development and implementation of organizational guidelines and best practices for learning and knowledge management to ensure consistent application across all programs.
  • Refine and/or develop standardized tools and methodologies to capture the impact of learning initiatives for use across the organization.

 

Roll Out and Maintain Knowledge Management Systems (40%)

  • Develop and maintain oversight of systems and processes for collecting, organizing, and sharing knowledge, including the ongoing gathering of qualitative information, key documents, reports, thematic briefs, case studies, and lessons learned.
  • Ensure that knowledge and learning products, along with relevant documentation, are stored and shared in accessible formats to encourage their use. Periodically share program learnings through internal channels.
  • Assist in implementing ongoing development and staff training on knowledge management systems and databases to foster a culture of improved knowledge sharing across the organization.

 

Provide Learning and Knowledge Management Support Across IBP (40%)

  • Support organisational learning and strategic reflection processes to identify and document cross-programmatic learning and innovative approaches, building the capacity of the organization to integrate learning into future work.
  • Provide input and advice on program LME plans and frameworks to integrate strategic learning into program activities in line with IBP’s Outcomes Framework and Learning Agenda.
  • Work closely with program teams to design and/or facilitate regular biannual Review and Reflection (R&R) processes, including supporting LME staff in documenting processes and learning emerging from program implementation and adaptation.
  • Support teams in evaluating the effectiveness and impact of learning events, partner peer exchanges, and convenings through participant feedback, surveys, and post-convening assessments, using findings to inform future event planning and improvement.
  • Work closely with program staff and the Development and Communications teams to produce and distribute knowledge products including thematic briefs, presentations, donor reports, and infographics for internal and external audiences.
  • Support the implementation of evaluations to assess impact, challenges, adaptations, and learning as needed.

 

Other Responsibilities (10%)

  • Collaborates with the Learning, Monitoring, and Evaluation Program Coordinator to monitor the effectiveness of internal and external knowledge management and learning activities and products by collecting feedback and conducting periodic reviews to identify areas for improvement.
  • Implements and complies with IBP administrative and financial protocols, policies and procedures.
  • Participates in IBP all-staff retreats, and in all LME focal points meetings.

Core competencies

  • Strong organizational skills and passion for data rigor, with experience in developing or managing user-friendly knowledge management and learning systems and processes.
  • Experience in both qualitative and quantitative research and LME methods
  • Excellent analytical, writing and editing skills (in English) particularly for narrative reports, synthesis of data, generating compelling stories of change. Ability to communicate in French and/or Spanish is a plus.
  • Ability to design/simplify/adapt complex processes and tools in shifting contexts. Proactively mitigate potential risks, develop new ideas to solve complex problems.
  • Highly organised, curious driven, creative, resourceful and able to self-manage, prioritise multiple demands and meet deadlines.

Education and Experience

Essential:

  • 3 to 5 years of experience in knowledge management, learning, research, or monitoring and evaluation within civil society.
  • Bachelor’s degree in social sciences, economics, political science, development studies, or equivalent training in implementing knowledge management systems and sharing strategies across projects or organization wide.
  • Proficiency in working with databases and data management protocols for collection, entry, validation, and reporting.
  • Familiarity with logical frameworks and results frameworks, as well as skills in data analysis and visualization tools like Excel or Power BI.
  • Strong analytical skills to interpret complex information, identify patterns, and provide actionable insights for diverse audiences.
  • Strong written and verbal communication skills, capable of clearly expressing complex concepts to a variety of stakeholders, along with excellent facilitation and meeting planning abilities.
  • Proven experience in evaluation and report writing, including thematic briefs, learning products, donor reports and internal management reporting.
  • Demonstrated experience in fostering a culture of learning within teams and organizations, utilizing feedback and evaluations to inform ongoing improvements and strategic decision-making.
  • Self-aware and capable of collaborating effectively with several teams across different time zones, including virtual teams.
  • Proactive and creative in identifying opportunities for innovative improvements in IBP’s knowledge management and learning systems.

 

Desirable:

  • Familiarity with Developmental Evaluation methods or Systems Change monitoring and evaluation approaches.
  • Experience applying intersectional feminist, decolonial, and/or participatory forms of knowledge production, learning monitoring, and evaluation.
