Context
The MSF Amman Support Office provides administrative and logistical services the delocalized HQ offices for MSF Operational Center Amsterdam (OCA) and Operational Center Geneva (OCG).
The HR Manager is responsible for the implementation of Human Resources policies for MSF OCA and OCG offices in Amman and implements the correct administrative management of all staff working in the offices (whatever their status).
Objectives of the position & scope of responsibilities
- Advise Heads of Offices and Head of Resources on set up (org chart) and together with the Head of Resources, update the offices organizational chart and ensure that everybody has an updated and signed job description
- In close coordination with the Heads of Offices and the Head of Resources, calculate the HR needs and the associated budget in order to efficiently ensure the required sizing and capabilities of the offices and to facilitate budget following-up.
- Ensure hiring, carry out amendments and contract termination formalities for employees at offices level, according to labour local laws, archiving and updating individual employee files, informing them on their rights and preparing all mandatory tax declarations, in order to ensure legal compliance.
- Assist the Heads of Offices and Head of Resources, and/or team leaders and supervisors to draw up annual holiday planning and staff shifts in order to forecast HR needs and to ensure HR availability for the offices activities.
- Supervise/perform payroll procedures, ensuring that all data related to monthly salary calculation of employees of the offices are correctly entered in Homere (days off, unpaid leaves, sick leaves, overtime, salary advance, etc.), in order to ensure on time and accurate salary payments.
- Under supervision of the Head of Resources, ensure indexation process of staff salary grids in order to ensure internal equity, cost-of-living adjustments and the correct application of employment conditions in the offices.
- Support, in close coordination with the Head of Resources the offices line managers in detecting training needs, in properly evaluating people performance and in potential identification, in order to improve people capabilities, and their end results contribution to offices goals.
- Plan and supervise, in close coordination with the Head of Resources, the associated processes (recruitment, training/induction, evaluation, potential detection, development and communication) of the staff under his/her responsibility in order to ensure both the sizing and the amount of knowledge required
- Together with the Heads of Offices and Head of Resources, support the line managers in implementing the internal communication policies in order to boost staff active participation and MSF commitment.
- In close collaboration with the Heads of Offices, Head of Resources, and Protocol Office, applies the administrative procedures part of any Memorandum of Understanding (MoU) in force between local partners (eg. Ministry of Health, etc.) and MSF.
- In close collaboration with the Heads of Offices and Head of Resources, looks for the best options to avoid and/or solve possible labour conflicts in the offices.
- Ensures all staff in the offices (whatever their status) are properly briefed and/or inducted.
- Ensures all HR reporting of the Offices
- The HR Manager is a member of the Amman Support Office team. As such, he/she supports the Head of Resources for:
- Defining and implementing the human and administrative resources needed to support the functioning of the offices.
- Ensuring the pertinence and coherence of the HR and Administrative activities and the compliance to MSF standards/protocols as well as international/local laws and regulations in order to enable the development of the offices in good working conditions and provide good quality and appropriate resources management.
- In the context of consolidating the merger OCA and OCG support activities as of 1st of January 2023, the HR Manager supports the Head of Resources in initiating, finalising and updating HR & administration policies and guidelines, as well as putting in place adequate tools and softwares.
- Offices growth, number of supported staff and complexity of the set-up make the growth and stabilisation of HR management and administration a major challenge for the position. To enhance furthermore our capacity to provide and adequate and resilient support, the HR Manager will supervise and manage from 2025 a permanent additional staff in HR and Administration (covered irregularly before by detachments of staff from other offices).
- The HR Manager supports the intersection HR harmonisation in 2024-2025, and in 2025 the rewards review implementation (specifically as it will be impacting, the global grading implementation in Amman).
- Supports and advises on intersectional subscription staff medical insurance policiesd as well as updating and administering medical reimbursement policies. Oversees the enrollment in MSF provided medical insurance and for all locally contracted staff.
- The HR Manager implements data protection measures in line with MSF standards and legal requirements by formulating and applying internal policies transparency notices, data retention periods & cleaning.
Job requirements
Education:
- Bachelor’s degree in management (business, HR), administration or relevant field of study.
Experience:
- At least three years in administration management in NGOs
- Demonstrated expertise in HR operational analysis
- MSF experience is an added value
Languages:
- English written and oral fluency is mandatory
- Arabic is an added value

- Good interpersonal and communication skills and capacity to create links with various stakeholders
- Analytical competencies and strategic vision to propose solutions on operational support
Contract
- Full-time position 100%
- 12-month Jordanian contract, with the possibility of renewing
- Position based in Amman
- Ideal start date: 10 November 2024
- Gross monthly salary: JOD 2,234 (+ seniority in MSF) according to the internal regulations and salary grid of MSF in Amman
