About me

Tsema is a lawyer with experience in human rights, governance, and gender. She is a policy expert who has worked with the government, business corporations and non-governmental organisations on implementing people-centred policies to protect citizens’ rights. Before going into development, she founded a law firm where she worked as a litigation lawyer doing pro bono work helping low-income individuals gain access to justice.

Tsema has experience in working actively at strengthening activists at the grassroots to document and expose human rights abuses, conducting community outreaches and mobilisation. She works with government stakeholders at the parliamentary and executive levels on policy reforms and strengthening regulatory mechanisms for the protection of communities. Tsema has managed projects that range from sexual and gender-based violence to protecting host community rights, advocating for the rights of children and women with disabilities, and the provision of sustainable energy solutions to local communities. Tsema is also passionate about sharing knowledge and building capacity. You will find her facilitating training sessions and workshops on diverse topics that promote development in Nigeria and Africa. Tsema works actively to promote feminist leadership platforms and the advancement of inclusive governance. Tsema has worked at Global Rights, a human rights capacity-building organisation, Open Society Initiative for West Africa (OSIWA) There she worked on the DFID-supported (now FCDO) Innovation for Democratic Accountability Project. She also worked with the Heinrich Boell Foundation as the Programme Manager for the Gender and Democracy Programme. Tsema currently leads a joint fund for human rights defence in Nigeria. She works with donors and civil society to protect human rights activists, defenders, and the media in Nigeria.

Tsema is an Acumen West Africa Fellow, a member of the Africa Assembly, an African School of Internet Governance (AFRISIG) Fellow, and an alumnus of the Blavatnik School of Government at the University of Oxford. She earned an LLM in Law with a focus on International Human Rights and Humanitarian Law and an LLB in Public and International Law. Currently, she is a Commonwealth Scholar at the University of Oxford, where she is studying for a Master’s in International Human Rights Law.

    Programme Officer

    I managed the day-to-day operations of the program and designed, conducted, monitored, and evaluated local capacity-building initiatives. I oversaw projects such as the Natural Resources and Human Rights Initiative, Security and Human Rights, and Access to Justice. My responsibilities included managing capacity-building projects, supervising partner NGOs, providing training and technical support, and collaborating with the Country Director on strategic planning and annual work plans. I also designed and facilitated training, managed social media and communication platforms, administered small grant programs, represented the organisation at forums, liaised with diverse stakeholders, prepared periodic reports, developed educational materials, and engaged in legislative and social media advocacy.

    PROJECT LEAD/ PROGRAMME DIRECTOR AT JOINT CIVIC DEFENSE FUND

    As the leader of Nigeria’s only fund dedicated to human rights defence, I manage a $2,000,000 annual portfolio supporting over 30 grantee organisations and individuals. My responsibilities include formulating policies for human rights protection, providing expert advice on advocacy and public engagement, interfacing with key stakeholders, and conducting media monitoring. I identify threats to frontline defenders, conduct due diligence evaluations, and assist in developing Emergency Fund policies. I also oversee grantmaking to civil society and non-profit media organisations and ensure rapid response to threats. Additionally, I conduct and support research on Nigeria’s civic space and offer strategic support to NGOs working on policy development for civic space, human rights, and digital rights.

  • Heinrich Boell Stiftung 2021 - 2023

    Programme Manager

    I provided strategic support through grantmaking to Nigerian NGOs, developing policies to protect Nigeria’s civic space, human rights, and digital rights. I successfully designed and managed the hbs Nigeria Green Academy, significantly impacting young changemakers. I managed the Gender and Democracy program, overseeing high-level strategic analysis and project implementation, constituting 30% of the Foundation’s intervention portfolio. As the Gender and Prevention of Sexual Exploitation Focal Person, I ensured gendered perspectives in all interventions and managed projects promoting human rights and digital rights. I designed programs for minority rights, provided expertise on democracy and governance, and built networks with stakeholders. Additionally, I managed grant disbursements, motivated proposals from local NGOs, and provided project support and evaluations for partners.

    I provided strategic support through grantmaking and led NGOs on election programs under DFID’s Innovation for Democratic Accountability Project, enhancing Nigeria’s electoral processes and civic participation. I worked with government agencies to promote democratic policies, reviewed partner programs for inclusivity and provided regular reports to DFID. I represented OSIWA in forums, liaised with organisations to implement the Deepening Democracy in Nigeria Project, and supported grant processes and project implementation. Additionally, I conducted reviews of partner organisations’ grant narratives and financial reports, offering program support and advice as necessary.

    Development Consultant

    I have leveraged my expertise to consult for various organizations on numerous impactful projects. Notably, I trained youth activists in Nigeria on community activism through the DPS Academy fellowship, evaluated a substantial human rights project for the Open Society Initiative for West Africa, and researched Nigeria’s Open Government Partnership commitments. Additionally, I engaged stakeholders on sustainable development with Global Rights, developed an inclusive sexual and gender-based violence response toolkit for persons with disabilities with DRAC, and supported policy development to protect human rights. Furthermore, I contributed to finding sustainable energy solutions for healthcare delivery in Nigeria’s Primary Health Centres through a green development project with the Heinrich Boell Foundation

    As a Consultant at Rare Gem Consulting from February 2014 to October 2015, I conducted research, drafted proposals, offered legal advice, brokered contracts, supervised junior staff, and negotiated agreements. As the Principal Partner at Zuriel Chambers from February 2009 to February 2014, I managed daily office activities, handled litigation and mediation, provided legal advice, performed company secretarial duties, and conducted legal research.
