About me
Ms. Nomsa P. Magagula is a public health program specialist with more than 20 years of experience supporting health programs focused on HIV prevention, care, and treatment, community health, and nutrition. With expertise in Community Development programming, planning, implementation, monitoring and evaluation of community programs. Mrs. Magagula offers deep experience in community health programs in Eswatini having served various capacities with oversight responsibilities of leading field and project office teams.
Ms Nomsa Magagula has successfully led a team, implementing the DREAMS project under World Vision funded by USAID through Pact as the prime recipient. Mrs. Magagula possesses competencies in identifying project gaps and evidence-based risk mitigation approaches during implementation. Conducting baseline and endline evaluations of programs implemented. She has also successfully led the implementation of a CDC-funded Technical Assistance Program which Provided High-Quality VMMC Services in Eswatini as a program Manager. Leading the development of project concept work plan development, baseline evaluation and guided the successful execution of activities.
Ms Magagula was later engaged by the National Emergency Response Council on HIV and AIDS (NERCHA) to lead the national HIV Prevention response in the country. In this position Ms Magagula provided technical leadership and coordination of HIV prevention response activities. Participated in the Eswatini HIV Recent Infection Surveillance (EHRIS) Program which was aimed at identifying new HIV infections. Led a team that conducted assessments to identify contributing factors to recent infections in areas that presented high new infection rate. Ms Magagula led the different sectors in response to the emerging new HIV infections, planning, and implementing innovative HIV prevention programs targeted at different population groups. She participated in the formulation and operationalization of a few policies such as the National HIV Prevention Policy, participated in National, Regional, and global HIV Prevention conferences representing the national response council. Participated in the design of the NSF evaluation In October 2021, Nomsa joined Pact Eswatini as the Deputy Chief of Party, providing technical oversight, leadership and supervision of HIV and AIDS programming targeting OVC and AGYW where Pact was a prime recipient of $51M Insika yakusasa Project funded by USAID. This projected ended in October 2023 where Nomsa supported with the comprehensive evaluation of the project impact. Conducting quantitative and qualitative interviews with project beneficiaries at different levels to ascertain the project impact and draw recommendations for follow-on programs.

Deputy Chief Of Party
The Deputy Chief of Party (DCOP) provides technical leadership and expert advice to HIV and AIDS programming for project teams on strategies to support government, civil society and community partners to more effectively plan and deliver HIV and health interventions for Priority Populations. The DCOP provided and led the strategic direction of the Pact Eswatini Office, supporting the Chief of Party (CoP) to led overall oversight of all financial management, technical programming and Strategic Information processes and programming. Pact Eswatini was implementing the Triple R – Insika Yakusasa Project, Triple R which stands for Ready, Resourceful and Risk Aware is an OVC, Adolescent Girls, and Young Women USAID funded project- $51Million for 5 years. The project aimed at preventing new HIV infections and reduce vulnerability among orphans and vulnerable children (OVC) and adolescent girls and young women (AGYW) in Eswatini. This project worked primarily with OVC boys and girls 0-19 years in school and out of school Insika YaKusasa helped HIV-negative OVC and AGYW stay HIV-free and supports those who are HIV-positive to lead healthy lives. The DCOP among other duties led the supervision of Grants, Finance, and some technical staff directly and liaise with relevant technical and program staff from partner organizations.
