BACKGROUND

 

The Ellen Johnson Sirleaf Presidential Center for Women and Development (EJS Center) is dedicated to advancing women’s leadership across Africa. The Center’s programs aim to equip emerging and established women leaders in political office and public service with the skills, networks, and resources needed to drive change.

 

As part of our commitment to impact-driven programming, the EJS Center seeks a short-term consultant to design a robust Monitoring, Evaluation, and Learning (MEL) framework for its Programs department. This framework will ensure that program effectiveness is systematically assessed, learnings are captured, and data-driven decision-making is enhanced.

 

OBJECTIVES

 

The primary objective of this consultancy is to develop a MEL framework that aligns with the Center’s strategic goals, programmatic priorities, and donor reporting requirements. The consultant will design tools and processes to track outcomes, measure impact, and facilitate adaptive learning.

 

SCOPE OF WORK

The consultant will work closely with the Programs team to:

 

1.      Assess Current MEL Practices:

•  Review existing program documents, indicators, and reporting mechanisms.

•  Identify gaps and opportunities for strengthening MEL processes.

 

2.      Develop a Comprehensive MEL Framework:

•  Design a results framework with clear outcomes, outputs, and indicators.

•  Establish data collection tools and methodologies (e.g., surveys, focus groups, interviews).

•  Define key performance indicators (KPIs) aligned with program goals and donor expectations.

•  Propose a system for routine monitoring, data management, and reporting.

 

3.      Capacity Building and Knowledge Transfer:

•  Train the Programs team on MEL tools and methodologies.

•  Develop a user-friendly MEL guide to ensure sustainability of MEL practices.

 

4.      Deliverables:

•  A finalized MEL framework, including results matrix and data collection tools.

•  A training session for key staff on implementing the MEL framework.

•  A concise MEL guide for ongoing use by the Programs team.

•  Conduct regular training sessions to enhance staff proficiency with new systems and tools.

•  Provide comprehensive user manuals and support materials.

DURATION AND LEVEL OF EFFORT

 

The consultancy is expected to last 6–8 weeks, with an estimated 20 days of effort. The consultant will work remotely, with potential in-person engagements in Accra, Ghana and/or Monrovia, Liberia, if feasible.

 

QUALIFICATIONS AND EXPERIENCE

 

•        Advanced degree in Monitoring & Evaluation, Social Sciences, International Development, or a related field.

•        Minimum of 7 years of experience in designing and implementing MEL systems for non-profits, philanthropic                organizations, or women’s leadership programs.

•        Strong knowledge of qualitative and quantitative methodologies, data analysis, and impact measurement.

•        Experience developing user-friendly MEL tools and training non-technical teams.

•        Familiarity with gender-focused programming is an advantage.
