Title: Call for Consultancy – Monitoring & Evaluation (M&E) Expert
Organization: G for Girls Initiative
Location: Hybrid
Duration: 1-year possible extension

Background
G for Girls Initiative (GGI) is seeking an experienced Monitoring & Evaluation (M&E) consultant to develop a comprehensive M&E framework to assess the effectiveness and impact of our programs. The consultant will be expected to design an M&E system, propose data collection and analysis methodologies,
and provide strategic recommendations based on findings.
Scope of Work
The consultant will be responsible for:
1. Developing a detailed work plan for the consultancy period.
2. Designing a robust M&E framework, including indicators, tools, and
methodologies for tracking progress and assessing impact.
3. Creating a data collection plan, outlining qualitative and quantitative
methods.
4. Providing training to relevant staff on M&E tools and processes.
5. Developing a budget proposal detailing the estimated costs of M&E
activities.
6. Producing a final M&E strategy document with clear recommendations.
Deliverables
1. Inception Report – Outlining the approach, methodology, and timeline.
2. Work Plan – A step-by-step breakdown of the consultancy period.
3. M&E Framework – Indicators, tools, and reporting templates.
4. Budget Proposal – Estimated costs for implementation of the framework.
5. Final Report – Findings, recommendations, and sustainability strategy.
Qualifications and Experience
● A minimum of 5-10 years of experience in Monitoring & Evaluation.
● Proven experience in designing and implementing M&E systems for
programs.
● Strong analytical and data visualization skills.
● Excellent communication and training skills.
● Experience working with grassroots organizations, NGOs, Governments,
and Donors is an added advantage.
● The ideal candidate should be 18-37 years old.

ABOUT GGI
G for Girls Initiative CBO is a Community-Based Organization (CBO) operating
in Vanga ward formed with the primary aim of fostering safe spaces for girls’
education.

Goal: To narrow the gender gap in education access by inspiring a community of leaders who are agents of sustainable change.

environments) in Kenya.
Vision: To create safe spaces that foster girls’ education through mobilizing
support, mentorship and provision of technical skills.
ABOUT KWEMA
Implemented in a period of two years, the Kwale Education and Mentorship Action (KWEMA) project is an education advocacy initiative aimed at advocating for education access for girls. The project addresses all the factors that prevent girls from accessing education including teenage pregnancy, forced child marriage, menstrual poverty, lack of community awareness, inadequate soft skills in girls, lack of gender-transformative learning environments, access to scholarship applications, and policy reforms.
PROJECT FOCUS AREA
The KWEMA project is implemented in the Kenya-Tanzania border ward of Vanga, Lunga Lunga sub county, Kwale County. School-related activities are implemented in Jego, Tsuini, Mwalewa, Ngathini, and Kiwegu primary schools.
PROJECT OBJECTIVES
– To improve literacy levels of 800 learners in 5 schools through learner-based lesson plans drawn from the Nyansapo AI assessment tool.
– To create gender-transformative learning school environments by creating awareness to parents, teachers, and local administration.
– To create a youth-driven voice on education and general policies that impact communities in Lunga Lunga constituency.
– To create a menstrual health management inclusive approach by capacity building men and boys activism in the field.
– To provide mentorship for girls in self-awareness, soft-skills, and leadership.
PROJECT TARGET GROUP
The project targets:
● Grade 4 learners and Grade 7 female learners aged 9-17 in Vanga ward.
● Grade 4-9 male learners in 5 schools across Vanga ward.
● 18-35 young leaders in Vanga ward, Lunga Lunga, Kwale County.
● Guardians, teachers, Local administrative leaders in Vanga ward, Lunga
Lunga.
PROJECT ACTIVITIES:
PRIMARY SCHOOLS
-Literacy assessments & foundational literacy sessions.
-Quarterly male-led MHM and SRHR sessions.
– Annual essay writing competitions.
– Scholarship workshops and support.
SECONDARY SCHOOLS
-Quarterly high school mentorship sessions during school holidays.
OUT OF SCHOOL YOUTH SPECIFIC
-Quarterly GGI na Vijanaa Community policy dialogues.
-Quarterly Gumzo mtandaoni online policy dialogues.
– Advocacy campaigns in commemoration of international days’ celebrations.
– Yearly commemoration of the 16 days of activism.
COMMUNITY
– Child protection awareness sessions in Lunga Lunga community.
– Parents awareness sessions on the importance of education
– Partnerships with governments, private entities, Civil Society Movements,
and individuals on advocacy campaigns.
EXPECTED OUTCOMES
-60% improvement in literacy levels in 800 learners across 5 schools in Vanga
ward.
-Improved awareness of gender-transformative learning environments for
teachers, guardians, and local administration across the Vanga ward.
-200 young persons from the Vanga ward educated on public participation and
policy advocacy.
-Increased reporting & government action on child safeguarding concerns
– 100 high school learners mentored on careers, personal development, and
being agents of social change.
