About me

My name is Vincent Odong, a Monitoring, Evaluation, Accountability and Learning professional with over 8 years of hands-on M&E experience with different International NGOs such as Winrock International, PACE Uganda, ACTED, Plan International Uganda, World Vision Uganda and currently Save The Children International Uganda in the areas of Health, Nutrition, Livelihoods, Water, Sanitation, Education, Child Protection and Child Rights development projects both in Emergency and Development context, I believe this will be pivotal for a programme such as yours.

My MEAL key technical support to these projects were in M&E system design, staff capacity building, tools design using software applications such as Open Data Kit (ODK) and Kobo, data quality assessment, data analysis, knowledge management, donor reporting among others are vital skillset for this role.

I’m a graduate of Gulu University with Bachelor of Science in Quantitative Economics and hold a Post Graduate Diploma in Project Planning and Management attained from Uganda Management Institute (UMI). I’m currently candidate of master’s degree in Monitoring and Evaluation in Uganda Technology and Management University (UTAMU).

I do possess other relevant skills in computer applications such as SPSS for data analysis and QGIS for data visualization. I believe my many years of M&E experiences and background working in diverse culture will be vital for your programme operation.

    Regional Monitoring Evaluation, Accountability, and Learning (MEAL) Manager

    Providing overall leadership in operationalizing the MEAL system and SCI MEAL approach in both development and humanitarian programmes in the region particularly strengthening the MEAL system implementation including monitoring of program quality, rolling out accountability initiatives, supporting program evaluations and leading on area MEAL budgeting and supervising the regional MEAL team and lead MEAL capacity building of programme staff and partners.

  • World Vision International, Uganda Western Region Programme 2019 - 2023

    Lead the establishment of a Monitoring, Evaluation, Accountability, and Learning (MEAL) system, providing technical guidance and leadership in line with effective Programme/Project design processes, facilitating research and documentation, managing and conducting assessments, baselines, and evaluations, and fostering evidence-based learning and reflection in line with the WVU strategic plan across 9 Cluster Offices in the Region working with a team of 5 MEAL Officers.     Senior Monitoring Evaluation, Accountability, and Learning (MEAL) Coordinator.

    Steered multiple projects from inception to delivery in alignment with defined goals and objectives. Led post-project evaluations to determine effectiveness and areas of improvement. I managed a team of 6, driving continual enhancements to service delivery. Supported grant acquisition management team in developing funding opportunities and obtaining beneficiaries’ acceptance of project deliverables. Fostered strong relationships with funders (government and local/international non-voluntary sector organizations). Ensured compliance with various regulations and standards (World Vision International DM&E, SPHERE, Core Humanitarian standards). • Built and strengthened the humanitarian accountability system to improve organizational accountability to affected populations (AAP). • Led the construction of a comprehensive capacity-building plan that addressed highlighted capacity needs. • Led organization through successful Core Humanitarian Standards (CHS) assessment that identified gaps and recommended actions for improvement. • Took the lead in designing and implementing of various program assessments/evaluations, post-distribution monitoring, baselines, and evaluations. • Contributed to grant acquisition efforts by inputting MEAL aspects into grants proposals and leading needs assessments to inform program design; raised $1M. • Generated quality data through comprehensive routine data quality assessments; enabled management and program teams to make informed decisions and improve program quality and design.
