Job Description:

Job Purpose

 

The Cash Programming focal person will play a leading role in managing the establishment and setting up of Cash and Voucher Programming (CVP) within the National Office, covering all sectors within the national office.

 

S/he will provide leadership on market assessments, cash transfer modalities, targeting, and implementation. Specifically:

  • Leading on the CVP Feasibility and Risk Assessment
  • Undertaking the CVP Delivery Mechanism Assessment, providing recommendations and contingency planning to support the scale-up of cash transfer programming;
  • Supporting the cash advocacy strategy/plan. The position holder will work closely with program management to ensure that assistance compliments and enhances the recovery and strengthening of local markets.

 

The role will also involve coordination with the wider community and with local financial partners on the delivery mechanisms, transfer values, and targeting of CVP. The role will further provide technical leadership to our WFP portfolio in the North including support with Proposal development. The incumbent will have the overall responsibility of enhancing the capacity-building efforts in cash programming, within the World Vision Somalia Field Office.

 

Key Job Responsibilities:

(a) Project Planning & Design

  • Ensure that Cash & Voucher Programming projects are designed to meet or exceed WV Somalia, donor, and industry standards and guidelines;
  • Provide technical support to WV Somalia cash programming including Cash feasibility assessments, Market assessments, determination of response options, delivery mechanisms, and appropriate modalities to be implemented.
  • Work closely with technical sectors: (Livelihoods& Resilience, Health & Nutrition, Education & Protection, WASH, Disaster Management Team -DMT), Departments: RAM, Operations, ICT, Finance & Supply Chain, and other Support Services for effective planning and implementation of Cash & Voucher Programming within WV Somalia
  • Ensure the incorporation of digital payment systems and platforms in all WV programs and coordinate its implementation.
  • Identify, establish, or strengthen relationships with local partners to scale up cash and voucher projects across different sectors

 

(b) Operations Support

  • Support field teams to set up CVP operations.
  • Develop Standard Operating Procedures (SOPs) for the selected delivery mechanisms (Mobile Money, Electronic Voucher, Banks, etc).
  • Provide orientation during the startup workshop.
  • Support digital registration and data management.
  • Ensure that monthly and regular reports are submitted timely ( Cash Transfer monthly report – CTMR, donor reports, etc).
  • Provision of Technical leadership to the WFP portfolio in the Northern States of Somalia, including support with proposal development ensuring that DMT Field Level Agreements processes are adhered to

 

(c) Coordination and Networking

  • Lead coordination and networking initiatives on CVP for WV Somalia. This includes engagements with the Cash Working Group, Cash Learning Partnerships – CaLP, Government State Departments, Consortiums, the HPPP, NGOs, and other stakeholders.
  • provide leadership for cash & markets related working groups or task teams.
  • Work with PDQA, Technical Teams, and partners to develop winning proposals incorporating CVP.
  • Establish And maintain good relationships with Government Departments, CBOs, funding partners, Support Offices, & private sector actors involved in CVP;

 

(d) Capacity Building

  • With the support of Global Centre CVP leads, lead CVP Capacity assessment and capacity-building initiatives for WV Somalia staff and partners.
  • Provide technical and supervisory support to WV partners utilizing CVP modalities
  • Ensure ongoing coaching and mentoring of project staff to ensure that they can perform and achieve the desired results

 

(e) Financial and Contractual Management

  • Liaise with the finance team in budget preparation for CVP projects.
  • Oversight to ensure the projects are implemented following the approved budgets.
  • Work closely with the Finance Department to track financial transactions from funding partners to WV and eventually to recipients.
  • Initiate and Manage the contractual processes among key partners and support offices in consultation with the WV Somalia risk and compliance department.

 

(f) Monitoring, Evaluation & Learning

  • Innovate, test, or replicate good ideas to scale up multipurpose cash-based programming in humanitarian, social safety net, or development programming.
  • Set up CVP monitoring, accountability, and learning systems and address findings and recommendations regularly.
  • Design and facilitate market assessments and document lessons for sharing internally and with key partners
  • Ensure regular program reports are generated and shared internally, with project partners.
  • Ensure internal control systems are in place to identify and manage potential risks associated with CVP
  • Create an environment that supports creativity and innovation.

 

Required Education, Qualifications/Knowledge for the Role:

  • Bachelor’s degree in the fields of Social Science, Agriculture, Economics, Statistics, or related fields.
  • At least 5 years of experience in Cash and Voucher Programming including conducting Cash Feasibility Assessments, Market Assessments, Designing Projects, and implementing CVP programs. Experience supporting strategic program development including successful proposal development for humanitarian donors, Candidates with an agricultural background will have added advantage though not a pre-requisite.
  • Experience in WFP programming is a MUST have.
  • Significant experience in designing, implementing, and analyzing market assessments and familiarity with market analysis tools.
  • Previous experience with a range of cash transfer mechanisms.
  • Experience in engaging with donors, private sector players, government agencies, and INGOs among others
  • Experience in Cash/Food Assistance Programming
  • Strong evidence of good interpersonal and communication skills
  • Experience working with Mobile Network Operators (MNOs) and Financial Service Providers (FSPs).
  • Experience in managing diverse teams including experience in working with international staff.
  • Experience working with both local and internal partners to design programs, implement or build capacity.
  • Experience in setting up functioning monitoring and accountability systems.
  • Experience in coordinating multi-agency programs and consortium/network development.
  • Experience in partnership building and coordination with donors, the private sector, NGOs, and local community organizations.
  • Experience and familiarity with several donor requirements, e.g. DFAT, EU, SHF, WFP; FAO; UNICEF; DFID; GF; GFFO, BHA, and grants management.
  • Demonstrated strong analytical, managerial, leadership, communications, and interpersonal skills.
  • Positive collaboration and facilitation skills; Leadership of large and diverse teams; Diplomacy Skills.
  • Proven experience in proposal writing and project reporting
  • Proven training in CALP programs or other related courses.

 

Travel and/or Work Environment, Language Requirement:

  • Field-based in Garowe/Puntland, Somalia
  • Up to 50 % of travel within Somalia and Nairobi.
  • English language is required.
