TECHNICAL PAYMENT SPECIALIST

About the Role

AfricaNenda is looking for a Technical Payment Specialist to join their innovative team who are making a significant impact in the reduction of financial exclusion in Africa. The Technical Payment Specialist will need to have strong expertise in the technological aspects of national and regional payment systems, design, deployment andregulation of Instant and Inclusive interoperable payment systems, an understanding or working knowledge of ISO20022, capacity building of digital financial service providers on integration requirements and participationrules, regulation around fintech innovation and open APIs.

The Specialist will also have strong market development skills and will be required to engage key stakeholders on a pipeline of new projects, leveraging their network and understanding of specific key national markets inNorth Africa.

The successful candidate will work closely with AMF (Arab Monetary Fund) and other Organizations involved inthe promotion of digital payments and financial inclusion in North Africa. They will be required to travel frequentlyand extensively within North Africa and other parts of the continent, supporting the development of Inclusive Instant Payment Systems (IIPS).

Under the direct supervision of the Regional Director West and Central Africa, the Technical Payment Specialist will beresponsible for the following:

• Assess the North African markets and explore the trends and needs within the payment industry and identify support areas where AfricaNenda can play a pivotal role in North Africa;
  • Leverage his network and previous experience to extend the database of AfricaNenda partners in the Region and facilitate meetings;
  • Develop a pipeline of new engagements in North Africa, especially with Central banks andSwitches Operators, and support a portfolio of projects and activities in the Region;
  • Support stakeholder engagement in the Region, including the relationships and the collaboration framework with AMF and other Regional Institutions;
  • Advise and offer technical input in the design and implementation of new instant payment systems orenhancement of existing payment systems in the Region;
  • Develop the project documents to support specific projects in the pipeline and ensure their execution in line with the work plans;
  • Support the Regional Director in ensuring continuous stakeholder management and strongcommunication with partners such as instant payments infrastructure service providers, Governance experts and system integrators;
  • Develop training materials and execute training assignments customized for requisite markets;
  • Support the Regional Director in liaising with regulatory authorities and other relevant stakeholders in formulating standards meant to guide digital financial service providers, fintech integration and open APIs;
  • Provide ideas and support to the Regional Director on how best to support Central Banks, fintechs and e-commerce platforms;
  • Contribute to knowledge documentation and dissemination across the payment ecosystem through learnings from projects under portfolio.

Qualifications and Experience

• Degree in Information and Communication Technology, engineering, Banking, Business Management, or related field is mandatory or Strong subject matter expertise with demonstrated and verifiable experience.
  • Strong knowledge of Financial Markets Infrastructure, with a minimum of 5 years’ experience;
  • At least 5 years of experience working with Central Banks, payment aggregators, fintechs, banksand Mobile money operators and/or open payment frameworks

in the Region;

• Demonstrated experience in developing and implementing projects/programs in the payment ecosystem, and around digital payments is mandatory;
  • Previous working experience in at least one market of the North Africa Region;
  • Experience in policy formulation and design/contribution to national payment strategies is highly desired;
  • Experience supporting digital financial service providers with open APIs.
  • High market development skills with a previous experience on managing a large portfolio of projects;
  • Project Planning skills with strong ability to define project scope, objectives, deliverables, andtimelines in collaboration with stakeholders. Added advantage if candidate has consulting skills and ability to carry out feasibility studies and gap analysis assessments;
  • Ability to translate complex technical ideas to a non-technical audience both verbally and in writing;
  • Understanding of the need for sensitivity and confidentiality of information involved in dealing with stakeholders;
  • Excellent writing and presentation skills in both Arabic and French. Proficiency in English is an added advantage;
  • Understanding of DPGs and DPIs will be an added advantage.
