About CASCADE Program 

The Catalyzing Strengthened Policy Action for Healthy Diets and Resilience (CASCADE) program aims to improve  food security and reduce malnutrition among at least 5 million women of reproductive age and children under  15 across six countries: Benin, Nigeria, Uganda, Kenya, Ethiopia, and Mozambique. 

CASCADE is jointly implemented by CARE International and GAIN, with a focus on policy change, private sector  mobilization, transformation of cultural norms, gender equality, and use of data and evidence for policy  influence. In Kenya, the project operates in Nakuru, Nyandarua, and Nairobi counties. 

The programme has two strategic objectives: 

• It aims to increase access to and consumption of healthy diets, 

• as well as increasing the resilience of households to economic and climate change-related shocks across  the six countries. 

I. JOB SUMMARY 

The Advocacy and Communications Officer leads the design and implementation of integrated advocacy and  strategic communications for the CASCADE project, ensuring that evidence, community voices, and policy  priorities are effectively translated into actionable advocacy agendas. The role goes beyond traditional  communications support to actively shape policy engagement, influence national and county-level nutrition  discourse, and strengthen multi-stakeholder coordination platforms. 

The Officer serves as a key link between program implementation, policy advocacy, and strategic communications ensuring that project outputs contribute to national and global nutrition commitments while enhancing visibility,  accountability, and learning. 

II. Key Responsibilities 

1. Advocacy Strategy Development and Implementation (30%) 

• Lead the design, operationalization, and continuous refinement of the CASCADE Advocacy and  Communications Strategy.  

• Translate multisectoral nutrition priorities into clear advocacy agendas, messaging frameworks, and  engagement approaches.  

• Identify and respond to emerging policy windows, aligning advocacy actions with national and global nutrition  priorities.  

2. Policy Engagement and Multi-Stakeholder Coordination (20%) 

• Actively participate in national and county-level policy and technical platforms, including technical working  groups and advocacy coalitions.  

• Support alignment of messaging and advocacy priorities across stakeholders, including government, civil  society, and development partners.  

• Contribute to development of policy briefs, position papers, and advocacy submissions targeting decision makers, including parliamentary stakeholders.  

3. Strategic Communications and Content Development (10%) 

• Lead the development, quality assurance, and dissemination of high-impact advocacy and communication  products, including:  

o Policy briefs and advocacy papers  

o Media kits and press materials  

o Donor visibility products  

o Digital and multimedia advocacy content  

• Coordinate and manage external consultants (writers, designers, media specialists) to ensure high-quality  outputs aligned with project and organizational standards.  

• Ensure consistent branding, messaging, and narrative coherence across all communication outputs.  

4. Advocacy Campaigns, Events, and Public Engagement (5%) 

• Support the design and execution of high-level advocacy events, policy dialogues, and public engagement  forums.  

• Shape communications around key national and global moments (e.g., accountability forums, policy  convenings, and nutrition-related events).  

• Package and disseminate outcomes from events to strengthen advocacy positioning and influence. 

5. Community-Led and Evidence-Based Advocacy (5%) 

• Facilitate and support community-driven advocacy processes, including:  

o Budget advocacy initiatives  

o Public participation processes  

o Community scorecard and accountability platforms  

• Translate community-level evidence and experiences into compelling advocacy messages and communication  products.  

• Strengthen linkages between grassroots advocacy and national policy engagement.  

6. Media Engagement and Public Visibility (5%) 

• Engage with media to promote project outputs, policy messages, and advocacy priorities.  

• Support strategic media outreach and capacity strengthening on ethical storytelling and responsible  communication.  

• Ensure visibility of project achievements in line with national and global nutrition commitments.  

7. Digital Communications and Knowledge Management (10%) 

• Oversee development and dissemination of digital advocacy content, including online platforms and  multimedia assets.  

• Maintain and update project communication channels with relevant, timely, and high-quality content.  • Document advocacy outcomes, lessons learned, and success stories for internal and external use.  

8. Monitoring, Evaluation, and Learning (MEAL) for Advocacy (5%) 

• Collaborate with the MEAL team to track, document, and report advocacy and communications outcomes.  • Contribute to development of frameworks for measuring advocacy effectiveness and influence.  

• Support learning, reflection, and adaptation through documentation of evidence and cross-country  knowledge sharing.  

9. Planning, Reporting, and Institutional Learning (5%) 

• Contribute to annual workplans, implementation plans, and adaptive programming processes.  

• Lead or contribute to donor reporting on advocacy and communications, ensuring clear articulation of results  and value for money.  

• Support development of knowledge products for CARE platforms and broader learning initiatives.  

10. Partnerships and Stakeholder Engagement (5%) 

• Build and maintain strategic partnerships with:  

o Government institutions (national and county)  

o Civil society organizations and alliances  

o Community-based organizations  

o Development partners and private sector actors  

• Represent the project in relevant forums and strengthen networks that enhance advocacy impact and  visibility.  

• Facilitate collaboration across stakeholders to advance shared advocacy objectives.

III. Qualifications 

• Degree in communication, Journalism and other relevant field. 

• At least five years of work experience in media and communications with experience in engaging decision makers across Kenya and beyond. 

• Demonstrate professional competence and mastery of subject matter. 

• Proven ability to develop and implement effective communication strategies to achieve advocacy goals. • Ability to help achieve breakthroughs in political leadership, policy and practice. 

• Be conversant with developing news stories and in shaping multimedia products. 

• Ability to operate in a multilateral environment and work with broader coalitions, including engaging • women’s, youth other civil society movements and the private sector. 

• Ability to conceptualize, design and implement major information campaigns. 

• Knowledge on gender and human right issues. 

• Communication, presentation, networking, and advocacy skills. 

• Knowledge of social media platforms and experience in social media outreach. 

• Knowledge of local media landscape. 

• Understanding of development/relief issues 

IV. Competencies 

• Strong understanding of advocacy, policy engagement, and strategic communications  • Experience in multi-stakeholder coordination and partnership building  

• Ability to translate technical content into compelling messages for diverse audiences  • Strong writing, editing, and content development skills  

• Experience in media engagement and digital communications  

• Knowledge of nutrition, food systems, or development programming is an added advantage
